ORGANIZATIONAL CONTEXT:

Syria has been suffering from a prolonged crisis since 2011, which has damaged its economy and social fabric severely. Protracted crisis, and economic collapse further exposed the Syrians to food insecurity and eroded their livelihoods. Maximizing its comparative advantages and collaboration with humanitarian and development stakeholders, WFP developed an interim country strategic plan (iCSP) that began implementation in January 2022. The iCSP was developed to address the growing food and nutrition needs, the severe deterioration of livelihoods, and the collapse of food systems.

WFP works with a range of actors to deliver efficient, effective and equitable assistance, including through provision of quality assessments based on evidence-based analysis to inform policy, programme and initiatives at the national, governorate and subdistrict levels in Syria.

The VAM team is a technical information and decision support service for WFP and partners. The team aims to provide high quality and timely information to support and inform operational decision-making and well designed and better targeted programmes. This includes conducting household assessments, food security monitoring, geo spatial analysis, monitoring of food prices in local markets as well as conducting emergency food security surveys and in-depth studies to understand the nature of food insecurity affecting a population. VAM also assesses the risks to people’s livelihoods as well as tracking emerging food security problems.

JOB PURPOSE:

Support Syria’s Vulnerability Analysis and Mapping (VAM) team in food security assessments and analysis. As well as supporting the coordination of Syria country office and field offices food security assessment related activities.

This post is based in Damascus, Syria and falls under the direct supervision of the assessment VAM officer in Syria CO.

The VAM associate will work in the VAM team and in collaboration with other units of WFP.

KEY RESPONSIBILITIES (not all-inclusive):

Under the overall guidance of the head of Research Assessment and Monitoring (RAM) team, and the direct supervision of the National VAM officer (Lead Food Security Analyst), the incumbent will have the responsibility of conducting food security assessments and related analysis in Syria WFP Country Office.

The VAM Associate will be responsible for the following duties:

  • Support the completion of national Food Security Assessment (FSA), CFSAM, and rapid food security assessments.
  • Support food security analysis and reports writing.
  • Support the set-up of a food security monitoring system (FSMS) in Syria in coordination with relevant governmental and nongovernmental stakeholders. Support VAM field office staff in food security related requests.
  • Act as liaison focal person on joint projects between VAM and stakeholders including but not limited to Government counterparts, INGOs and other UN agencies
  • Assist the Food Security Analyst in the implementation of food security and livelihood assessments as well as food security analysis for the Humanitarian Needs Overview (HNO) and food security analysis.
  • Assist the Food Security Analyst in translating complex food security data collection, analysis and visualization tasks into communication products and propose innovative and technological solutions to save time and improve performance and efficiency.
  • Support the development of Syria’s Minimum Expenditure Basket (MEB) and other poverty related analysis.
  • Support food security assessment trainings for WFP and non-WFP staff.
  • Document all assessment and food security monitoring related exercises conducted by WFP and other stakeholders are well archive these documents in soft and hard copies.
  • Document and write minutes of meetings for all meeting between VAM and Government counterparts, INGOs and other UN agencies.
  • Perform other duties as required by the supervisor.

Functional Capabilities and required skills:

The incumbent will require the following skills to be able to complete the expected responsibilities effectively:

  • Understanding of food security analysis and report writing.
  • Knowledge and experience in designing and programming digital data collection tools using technologies like XLSForms, ODK Suite, MODA, ONA and or Kobo alike platforms.
  • Knowledge and experience with statistical data analysis and modeling using tools like SPSS, R, or Python.
  • Knowledge and experience in building dashboards and business reports using business tools like Tableau, Power-BI, R Shiny, etc.
  • Knowledge of presenting complex data into both operational and executive visual summaries
  • Understanding of GIS and Remote Sensing.
  • Good communicator and able to train large groups of people.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

  • Completion of secondary school education.
  • A post-secondary certificate in the related functional area is desirable.

Experience:

  • At least six (6) years of progressively responsible work experience composed of a minimum of Four (4) years relevant work experience in research, statistical data analysis, and visualization are required, plus an additional two (2) years of experience in any other field.

Languages:

  • Fluency in both oral and written communication in both English and Arabic.
