A major player in the social and solidarity economy, the French Red Cross runs a network of more than 600 establishments and services in the health, medical and social sectors and in training. It also runs 12 regional health and social training institutes.
Internationally, the FRC is active in 16 countries alongside National Societies and 2 regional platforms (PIRAC and PIROI), on the following themes Health and Disaster Risk Management.
In the same way as in the activities that it develops and implements in France, the French Red Cross at the international level includes all its missions in a sustainable humanitarian action plan.
This means that emergency, post-emergency, post-crisis and reconstruction activities are coordinated in order to be as effective as possible. The aim is to carry out actions with lasting effects and to enable the population to regain their full autonomy.

Since the military offensive launched by the Russian Federation on February 24th, 2022, Ukraine is facing a humanitarian crisis that continues to develop every day. The number of people displaced by the conflict, both inside and outside Ukraine, is estimated to be 13 million by early 2023 (UNHCR). While fighting is concentrated around the front lines, Russian attacks on the rest of the country continue.
During the first year of the conflict, the International Red Cross & Red Crescent Movement has activated all its emergency response mechanisms. As the conflict is extending over the time, Movement partners collaborate with the URCS to develop long-term structuring projects that are part of both the response to the conflict and the URCS’s long-term strategy.
General mission of the DMI :
Reporting to the Head of Delegation, the Programme Coordinator will contribute to the operational strategy of the Delegation, ensure the monitoring and steering of the implementation and development of programmes, and contribute to the representation of the Delegation to partners and humanitarian coordination bodies.
Mission 1: To actively contribute to the strategic operational positioning and development of the Delegation in support of the Head of Delegation
Mission 2: Coordinate the development and writing of new quality project proposals, in coordination with the Ukrainian Red Cross (URCS) and in line with the Delegation’s annual operational programming validated by the FRC and URCS
Mission 3: To support programme teams in the planning, implementation and monitoring of projects in line with FRC’s international strategy and strategic planning in the country of intervention
Mission 4: To contribute to the representation of the FRC and the development of partnerships in support of the Head of Delegation
Mission 5: Ensure good coordination and support of project and programme teams for quality project management
Mission 6: Ensure monitoring, evaluation, accountability and learning
Mission 7: Contribute to good partnership relations and the development of the URCS

Conditions of employment
- Type of status: expatriate
- Type of contract: Fixed-term contract under French law
- Salary: According to the classification of the position on the CRf grid and the experience of the candidate
- Per diem: daily per diem which varies according to the country
- Leave: 10 to 15 days minimum every 6 months – Airfare paid at 100% by CRF for home travel
- Health coverage: CFE + Mutuelle MSH (covered 100%) – covered at 75% by the CRF
- MedEvac/repatriation insurance: YES
- Other insurances: Provident insurance (death and disability)

Online training

Experiences
- At least 3 years’ experience in the same type of position in Coordination
- Previous experience in project management positions
- Experience and/or knowledge in communicating with various authorities and partners
- Experience in developing new projects
- Experience in donor reporting and contract management
Education
- Studies in humanitarian or development project coordination or technical profile
- Mastery of the project cycle and project management tools
- Knowledge of the different humanitarian sectors
- Mastery of the humanitarian coordination system
- Knowledge of the main donors and rules
