Org. Setting and Reporting
This position is located in the the Disarmament Demobilization and Reintegration (DDR) Section of the Office of Rule of Law and Security Institutions (OROLSI), Department of Peace Operations (DPO). The incumbent will report to the Chief of the DDR Section.
DPO provides political and executive direction to UN Peacekeeping operations around the world and maintains contact with the Security Council, troop and financial contributors, and parties to the conflict in the implementation of Security Council mandates. The Department works to integrate the efforts of UN, governmental and non-governmental entities in the context of peacekeeping operations. DPO also provides guidance and support on military, police, mine action and other relevant issues to other UN political and peacebuilding missions. Office of Rule of Law and Security Institutions (OROLSI) was established in 2007 to strengthen the links and coordinate the Department’s activities in the areas of police, justice and corrections, mine action and weapons/ammunition management, the disarmament, demobilization and reintegration of ex-combatants and security sector reform. Responsibilities
Within limits of delegated authority, the Programme Assistant may be responsible for the following duties:
• Assists in the coordination of programme/project planning and preparation work for the DDR Section’s project initiatives, including projects funded from extra-budgetary sources; monitors status of programme/project proposals and receipt of relevant documentation for review and approval;
• Provides the Chief and the staff of the DDR Section with general office assistance; responds to complex information requests and inquiries; reviews, logs and routes incoming correspondence; sets up and maintains files/records; organizes meetings, workshops; handles routine administrative tasks, such as maintaining attendance records, assessing telephone billing, etc;
• Assists in the coordination of and, if needed, provides administrative support to briefings on DDR to Member States; meetings of the Inter-Agency Working Group on DDR, annual meetings of Senior DDR Officers, and other meetings and events, as required; this includes preparation of promotional materials, other support materials as required;
• Requests, compiles, summarizes, and presents basic information/data on specific DDR programmes/projects and related topics or issues;
• Reviews project documents, especially cost plans/budgets, for completeness and compliance with relevant rules and procedures prior to submission for final approval and signature; identifies inconsistencies; distributes project documents to relevant parties upon approval;
• Reviews budget submissions; verifies availability of funds; ensures necessary approval and entry in computerized budget system;
• Coordinates recruitment processes within the DDR Section as well as those aimed at strengthening DDR rosters of experts;
• Serves as focal point for administrative coordination of programme/project implementation activities, involving extensive liaison with a diverse organizational units to initiate requests, obtain necessary clearances, process and follow-up on administrative actions, e.g. recruitment and appointment of personnel, travel arrangements, training/study tours, authorization of payments, disbursement of funds, procurement of equipment and services, etc.
• Drafts correspondence on budget- and administration-related issues and prepares and updates periodic reports, briefing notes, DDR Section meeting notes graphic and statistical summaries, etc; serves as a focal point for OROLSI Web-reporting tool;
• Supports the Chief of DDR Section in the development of DDR Section’s working practices, to ensure maximum productivity and performance;
• Supports the Chief of DDR Section with induction of new/junior staff.;
• Performs other duties as assigned.

Education
High school diploma or equivalent is required.
Work Experience
A minimum of five years of experience in programme or project administration, technical cooperation or related area is required.
Experience in providing large teams with complex programme support is desirable.
Knowledge of SAP or ERP systems as well as Talent Management tool in the area of finance/requisitions and human resources management is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English (oral and written) is required. Knowledge of another official United Nations language is an advantage.
Assessment
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
Special Notice
This post is financed by the Support Account for Peacekeeping Operations for a finite period of one year. Extension of appointment is subject to budgetary approval.
