Org. Setting and Reporting
This position is located in the Programme Management Team (PMT) of the Integrated Training Service (ITS) within the Policy, Evaluation and Training Division (DPET) in the Department of Peace Operations. The incumbent reports to the leader of PMT.
DPET is mandated to develop and disseminate the policy and doctrine guiding the work of Peacekeeping Operations. In addition, the division has the responsibility to evaluate, at the request of the heads of the departments, how those policies are being applied, gather lessons learned and best practices, and use that information to guide the development, coordination and delivery of standardized training, so as to complete the learning cycle. ITS specifically supports the mandate of DPET through the design, development and delivery of training.
Responsibilities
Within limits of delegated authority, the Programme Management Assistant is responsible for the following duties:
Budget and Finance
• Assists in the coordination of programme/project planning and preparation work for training activities undertaken by ITS and other training activities undertaken by the Department of Peace Operations (DPO) and the Department of Operational Support (DOS); monitors status of programme/project proposals and receipt of relevant documentation for review and approval.
• Compiles, summarizes, and presents basic information/data on specific programmes/project and related topics or issues.
• Reviews project documents and training submissions, especially cost plans/budgets, for completeness and compliance with relevant rules and procedures prior to submission for final approval and signature; identifies inconsistencies; distributes project documents to relevant parties upon approval.
• Reviews budget revisions; verifies availability of funds; ensures necessary approval and entry in computerized budget system.
• Compiles, summarizes and enters data on project delivery; drafts related status reports, identifying shortfalls in delivery, budget overruns and cost variations, etc., and brings to the attention of management.
• Drafts correspondence on budget-related issues and prepares and updates periodic reports, briefing notes, graphic and statistical summaries, accounting spreadsheets, etc.
• Reviews and verifies obligations and expenditures submitted in Umoja.
Human Resources and Administration
• Initiates and coordinates recruitment processes in ITS. Screens applicants, manages written exam processes, sets-up and acts as secretary for interview panels, coordinates write-ups of interviews and submits recruitment documents to Chief ITS for approval. Coordinates with the Office of Military Affairs and Police Division on secondment campaigns for recruitment and the Executive Office for civilian recruitment.
• Serves as focal point for administrative coordination of programme/project implementation activities, involving extensive liaison with a diverse organizational units both within the United Nations and Member States to initiate requests, obtain necessary clearances, process and follow-up on administrative actions, e.g. recruitment and appointment of personnel and consultants, travel arrangements, training/study tours, authorization of payments,
disbursement of funds, procurement of equipment and services, etc.
• Provides general office assistance; responds to complex information requests and inquiries; reviews, logs and routes incoming correspondence; sets up and maintains files/records; organizes meetings, workshops; handles routine administrative tasks, such as maintaining attendance records, assessing telephone billing, etc.
• Provides guidance/training to new/junior staff.
• Performs other duties as assigned.

Education
High school diploma or equivalent is required.
Work Experience
A minimum of five years of progressively responsible experience in programme/project management and administration or related is required. The minimum years of relevant experience is reduced to three for candidates who possess a first-level university degree or higher.
Experience with arranging administrative support for complex training courses, workshops, meeting, and/or conferences for peace operations and member states are required.
Work experience within the United Nations system or similar international organization is required.
Experience working and coordinating with field missions, member states, vendors, facilitators, and consultants is required.
Experience providing general office assistance such as, reviewing of incoming correspondence, set up and maintain files, organize meetings and request office supplies is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English (both oral and written) is required. Knowledge of French is desirable. Knowledge of another official United Nations language is an advantage.
Assessment
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
