Org. Setting and Reporting

The United Nations Office of Counter-Terrorism (UNOCT) was established by the General Assembly in June 2017. The Office has five main functions: (a) provide leadership on the General Assembly counter-terrorism mandates across the United Nations System; (b) enhance coordination and coherence across the 38 Counter-Terrorism Implementation Task Force entities to ensure the balanced implementation of the four pillars of the Strategy; (c) strengthen the delivery of United Nations counter-terrorism capacity-building assistance to Member States; (d) improve visibility, advocacy and resource mobilization for United Nations counter-terrorism efforts; and (e) ensure that due priority is given to counter-terrorism across the United Nations System and that the important work on preventing violent extremism is firmly rooted in the Strategy. The United Nations Counter-Terrorism Centre (UNCCT) is part of UNOCT and promotes the delivery of United Nations capacity building assistance to Member States.

The incumbent will report to a UNCCT Programme/Political Affairs Officer under the overall supervision of the Director of the OCT.

Responsibilities

Within delegated authority, the Programme Assistant will be responsible for the following duties:

– Serves as focal point for administrative coordination of programme/project implementation activities in UNCCT, involving extensive liaison with Member States, OCT entities and diverse organizational units to initiate requests, obtain necessary clearances, process and follow-up on administrative actions, e.g., recruitment and appointment of personnel, travel arrangements, training/study tours, logistics relating to the organization of project workshops and conferences, authorization of payments, disbursement of funds, procurement of equipment and services, etc.
– Compiles, summarizes and enters data on project delivery; drafts related status reports, identifying shortfalls in delivery, budget overruns, etc., and brings to the attention of management.
– Assists in the coordination of programme/project planning and preparation work for components of the UNCCT’s programme/project initiatives; monitors status of programme/project proposals and receipt of relevant documentation for review and approval.
– Compiles, summarizes, and presents basic information/data on specific programmes/project and related topics or issues.
– Reviews project documents, especially cost plans/budgets, for completeness and compliance with relevant rules and procedures prior to submission for final approval and signature; identifies inconsistencies; distributes project documents to relevant parties upon approval.- Reviews budget revisions; verifies availability of funds; ensures necessary approval and entry in computerized budget system.
– Drafts correspondence on budget-related issues and prepares and updates periodic reports, briefing notes, graphic and statistical summaries, accounting spreadsheets, etc.
– Provides general office assistance; responds to complex information requests and inquiries; reviews, logs and routes incoming correspondence; sets up and maintains files/records; organizes meetings, workshops; handles routine administrative tasks, such as maintaining attendance records, assessing telephone billing, etc.
– Assists Senior Political Affairs Officer with preparation of meeting documents, maintains database of programme partners and initiatives, arranges and provides support to internal and external meetings.
– Prepares presentations, visualizations using required software.
– Provides guidance/training to new/junior staff.
– Performs other duties as assigned.

Competencies

Understanding of the functions and organization of the work unit and of the organizational structure and respective roles of related units. Allocates appropriate amount of time and resources for completing work. Foresees risks and allows for contingencies when planning. Monitors and adjusts plans and actions as necessary. Uses time efficiently.

Education

High school diploma or equivalent is required.

Work Experience

A minimum of five years of experience in programme or project administration, technical cooperation or related area is required. The minimum years of relevant experience is reduced to 3 for candidates who possess a first-level university degree or higher.

Experience in supporting senior-level managers is required.

Experience assisting with the preparation of meetings or high-level events is desirable.

Experience working with Enterprise Resource Planning (ERP) systems is desirable.

Experience working in an international or regional organisation is desirable.

Languages

English and French are the working languages of the UN Secretariat. For this position, fluency in English (both oral and written) is required. Knowledge of another UN official language is an advantage.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice

This post is financed through extra-budgetary funding. Appointment against this position is for an initial period of one year. The appointment and renewal thereof are subject to satisfactory performance, the availability of the post or funds, budgetary approval or extension of the mandate.
