This position is located in the Travel and Transportation Section, Facilities and Commercial Activities Service (FCAS), Division of Administration (DOA), Department of Operational Support (DOS).
The Department of Operational Support (DOS) provides operational support to UN Secretariat entities globally, including advisory, operational and transactional support services and, where needed, exercises delegated authority on behalf of clients. DOS supports the entire UN Secretariat, consisting of almost 100 entities located around the globe.
The Facilities and Commercial Activities Service (FCAS) operates the Headquarters complex, striving to provide effective and efficient planning, management, maintenance and operation for all existing physical facilities and assets at the UN Headquarters, New York. FCAS also supports office and conference facilities, property management, travel and transportation services, archives and records management, mail and pouch operations, catering, giftshop and the United Nations Postal Administration.
The Travel and Transportation Section provides travel and transportation services at UN Headquarters (travel, shipments management, UN travel documents (e-UNLP & UN Certificates), visas and host country services, local transportation, materials management and UNHQ garage operations.
The incumbent reports to the Information Systems Officer under the general guidance of the Chief of the Travel and Transportation Section.
Responsibilities
: Under the direct supervision of the Information Systems Officer, the Programme Assistant will be responsible for the following duties:
• Assists in the coordination of TTS programme/project planning and preparation work for provision of UN Travel Documents (eg. UNLPs, UN certificates, etc.); monitors status of Travel Documents programme/project proposals and receipt of relevant documentation for review and approval.
• Compiles, summarizes, and presents basic information/data on UN Travel Documents programmes/project and related topics or issues.
• Reviews project documents, especially cost plans/budgets, for completeness and compliance with relevant rules and procedures prior to submission for final approval and signature; identifies inconsistencies; distributes project documents to relevant parties upon approval.
• Reviews budget revisions; ensures costs are recovered; verifies availability of funds; ensures necessary approval and entry in computerized budget system.
• Serves as focal point for administrative coordination of programme/project implementation activities, involving extensive liaison with a diverse organizational units, vendors and member states to initiate requests, obtain necessary clearances, process and follow-up on administrative actions, e.g. recruitment and appointment of personnel, travel arrangements, training/study tours, authorization of payments, disbursement of funds, procurement of equipment and services, etc.
• Compiles, summarizes and enters data on project delivery; drafts related status reports, identifying shortfalls in delivery, budget overruns, etc., and brings to the attention of management.
• Drafts high-level correspondence on operations-related issues and prepares and updates periodic reports, briefing notes, graphic and statistical summaries, accounting spreadsheets, etc.
• Provides general office assistance; responds to complex information requests and inquiries; reviews, logs and routes incoming correspondence; sets up and maintains files/records; organizes meetings, workshops; handles routine administrative tasks, such as maintaining attendance records, assessing telephone billing, etc.
• Performs system administration tasks and maintenance to specialized systems employed by the programme; Provides guidance/training to programme clients.
• Performs other duties as assigned.

Education
High school diploma or equivalent is required.
Work Experience
A minimum of five years of experience in programme or project administration, technical cooperation or related area is required. The minimum years of relevant experience is reduced to three for candidates who possess a first-level university degree or higher.
Experience in the use of Enterprise Resource Planning (ERP) systems, such as Umoja, SAP cost recovery mechanisms or equivalent is required.
Experience drafting high-level correspondence is required.
Experience with international passport standards is desirable.
Experience with specialized print equipment is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is an desirable.
Assessment
Evaluation of qualified candidates may include an assessment exercise which may be followed by a competency-based interview.
