Org. Setting and Reporting
Organizational Setting and Reporting Relationships: This position is located in the Countering Terrorism (CTS) of the United Nations Counter-Terrorism Centre of the United Nations Office of Counter-Terrorism (UNOCT). The Programme Officer will report to the Head of Regional Unit for Europe and Central Asia, with additional supervision provided by the Chief of CTS. The United Nations Office of Counter-Terrorism (UNOCT) was established by the General Assembly in June 2017. The Office has five main functions: (a) provide leadership on the General Assembly counter-terrorism mandates across the United Nations System; (b) enhance coordination and coherence across the Counter-Terrorism Coordination Compact entities to ensure the balanced implementation of the four pillars of the Strategy; (c) strengthen the delivery of United Nations counter-terrorism capacity-building assistance to Member States; (d) improve visibility, advocacy and resource mobilization for United Nations counter-terrorism efforts; and (e) ensure that due priority is given to counter-terrorism across the United Nations System and that the important work on preventing violent extremism is firmly rooted in the Strategy. The Programme Management Officer will be in the Countering Terrorism Section (CTS) and responsible for supporting the implementation of a broad range capacity-building projects and programmes for Member States as coordinated through regional counter-terrorism frameworks. Programme Officer will be based in Ashgabat, Turkmenistan.
Responsibilities
Within delegated authority, the Programme Officer will be responsible for the following duties: • Leverages political entry points to coordinate strategic programming through regional frameworks in Central Asia, including in particular the Joint Plan of Action for the implementation of the United Nations Global Counter-Terrorism Strategy • Ensures projects in programme portfolios are grounded in a sound theories of change with measurable impacts; coordinates standardized third-party impact evaluations • Develop partnerships to promote a One UN System Approach • Closely engage with UNOCT substantive programme managers to support their implementation of activities in the Central Asia region. • Participates in the development, implementation and evaluation of assigned programmes/projects relating to counter-terrorism in assigned regional area, etc.; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions. • Performs consulting assignments concerning counter-terrorism and preventing and countering violent extremism (PCVE) issues in assigned regional area, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change. • Researches, analyzes and presents information gathered from diverse sources. • Assists in policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies. • Undertakes survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions. • Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc, as they relate to counter-terrorism in assigned region. • Provides substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc. • Undertakes outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities. • Participates in or lead field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc. • Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.). • Performs other duties as required.

Education
Advanced university degree (Master’s degree or equivalent) in political or social science, law, business administration, management, economics or a related field. A first-level university degree in combination with a minimum of two years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of five years experience working in an international setting is required. Experience developing and implementing counter-terrorism strategies is desirable. Experience working in Central Asia is desirable. A minimum of five years of progressively responsible experience in project or programme management, administration or related area is required.
Languages
English and French are the working languages of the United Nations. For this position, fluency in English (both oral and written) is required. Fluency in Russian is required. Knowledge of another UN official language is an advantage.

• This position is funded for an initial period of six months with the possibility of extension.
