Org. Setting and Reporting

This position is located in the Resource Planning and Analysis Section (RPAS) of the Division for Special Activities (DSA) in the Department of Operational Support (DOS). DOS was established with a mandate to provide global oversight and stewardship of the Secretariat’s operational support arrangements and ensure the delivery of globally harmonized, efficient and responsive support services in support of mandate implementation. A core role of the Division is to lead the Departments efforts to further develop and enhance the Secretariat’s existing global operational support architecture and within that RPAS works to support operational support solutions that deliver value for money and ensure resource stewardship. It’s work has a focus on strong programme management and coordination, data driven analysis of major resourcing drivers and practices and the comprehensive integration of financial and operational aspects into solutions developed. This position functions under the general supervision of a Section Chief.

Responsibilities

Within delegated authority, the Programme Management Officer will be responsible for the following duties: • Participates in the development, implementation and evaluation of assigned programmes/projects, etc.; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions. • Participates in collaborative projects and support relationships with key partners within the global operational support architecture including Secretariat entities, major service providers, United Nations Agencies, Funds and Programmes and external partners. This includes supporting the establishment and negotiation of agreements, planning, facilitating and providing substantive input to workshops, conferences and retreats, and assisting in developing action plans to manage the change. • Support a data driven approach to decision making and programme/project management through the collection, analysis, modelling, interpretation, and communication of significant amounts of data. • Researches, analyzes and presents information gathered from diverse sources. • Assists in policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies. • Undertakes survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions. • Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc. • Provides substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc. • Undertakes outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities. • Participates in or lead field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc. • Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.). • Performs other duties as required.

Education
An advanced university degree (Master’s degree, or equivalent degree) in business administration, management, applied analytics, business intelligence, human resources, programme management, supply chain, information and communication technology or other operational support related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
• A minimum of five years of progressively responsible experience in project or programme management, administration, change management, coordination or related area is required. • Experience in designing/implementing and coordinating process mapping and improvement analysis across multiple stakeholders is required. • Experience in designing and coordinating change management exercises across multiple stakeholders is required. • Experience collaborating with partners on improving the delivery of operational support in an international organization is required. • Experience in applied analytics, business intelligence, information management, and using data to inform decisions, strategies and execution is required. • Experience in developing and maintaining online resource hubs and providing support to governance bodies is desirable. • Experience in designing and implementing capacity development programmes is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is deirable.
