Org. Setting and Reporting

The position is located in the Strategic Planning, Budget and Finance Section, Executive Office, Office for the Coordination of Humanitarian Affairs (OCHA). OCHA is the part of the United Nations Secretariat responsible for bringing together humanitarian actors to ensure a coherent response to emergencies. OCHA also ensures there is a framework within which each actor can contribute to the overall response efforts. OCHA’s mission is to mobilize and coordinate effective and principled humanitarian action in partnership with national and international actors in order to alleviate human suffering in disasters and emergencies; advocate the rights of people in need; promote preparedness and prevention and facilitate sustainable solutions.

The incumbent reports to the head of the Strategic Planning and Performance Management Unit, which is within the Strategic Planning, Budget and Finance Section.

Responsibilities

Within delegated authority, the Programme Management Officer will be responsible for the following duties:

• Participates in the development, implementation and evaluation of assigned programmes/projects, etc.; monitors and analyzes programme/project development and implementation; reviews relevant documents workplans, results framework and produces results focused reports; identifies problems and issues to be addressed and proposes corrective actions; develops and reviews theory of change; liaises with relevant parties; identifies and tracks follow-up actions.
• Supports planning, monitoring and reporting and consulting assignments in collaboration with the other organizational entities/client, by planning and facilitating workshops, through other interactive sessions and assisting in developing result oriented action plans and reports used to manage change.
• Researches, analyzes and presents information related to performance gathered from diverse sources using diverse data collection instruments and approaches.
• Assists in policy development, including the review and analysis of performance issues and trends, preparation development and review of log-frames, SMART indicators and targets of evaluations or other research activities and studies.
• Undertakes survey initiatives; designs data collection and performance management tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions and facilitates training/workshops to ensure knowledge management and implementation of lessons learned.
• Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
• Provides substantive support to consultative and other meetings, conferences, management groups, including OCHA Budget Steering Committee to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
• Undertakes outreach activities; conducts training workshops, seminars, on Results-based Management, Monitoring and Evaluation and results reporting. etc.; and makes presentations on any other assigned topics/activities.
• Participates in or lead field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.
• Coordinates activities related to budget performance and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).
• Performs other duties as required.

Education

An advanced university degree (Master’s or equivalent) in business administration, management, economics or related fields is required. A first-level degree in the specified fields of studies with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of five years of progressively responsible experience in project or programme management, administration or related area is required.

A minimum of two years of experience in developing, reviewing, implementing results frameworks and M&E (Monitoring and Evaluation) systems and processes, and/or writing results-focused reports in the context of development and/or humanitarian interventions is required.

Experience in inter-organizational coordination role and management of projects or activities related to strategic planning and implementation is desirable.

Experience within the UN Common System or similar international organization is desirable.

At least two (2) years in the past five (5) years of international field experience in humanitarian setting is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position, fluency in English is required. Knowledge of another official United Nations language is desirable.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice

This position is funded for a finite period of one year. Extension of the appointment is subject to extension of the mandate and the availability of the funds.
