This position is located in the Programme Office in Haiti (POHTI), with duty station in Port-au-Prince, operating under the Regional Office for Central America and the Caribbean (ROPAN), United Nations Office on Drugs and Crime (UNODC) located in Panama City, Panama. The incumbent will work under the overall supervision of the UNODC Representative of ROPAN and the direct supervision of the UNODC Anti-Corruption and Anti-Money Laundering and Counter-Terrorism Financing (AML/CFT) Advisors for the project. The incumbent will also receive guidance from UNODC headquarters, Vienna, Austria and from UNODC Anti-Corruption Hub in Mexico. S/he will work in close cooperation with national actors, in particular national law enforcement and justice sector actors, as well as the private sector and counterparts in other jurisdictions.
Responsibilities
Responsibilities: The incumbent will be responsible for providing substantive contribution in the area of programme management, reporting, monitoring and evaluation in conformity with United Nations rules and regulation, and policies for the implementation of the UNODC Programme in Haiti on anti-corruption and anti-money laundering Within assigned authority, the National Programme Officer will be responsible for the following specific duties: • Work with the project partners and beneficiaries, e.g. Ministry of Justice, Supreme Council of the Judiciary (CSPJ), the National Police of Haiti (PNH), the Anti-Corruption Unit (ULCC), Financial Intelligence Unit (UCREF), Customs and Tax Administration, Central Bank, the Public Prosecutor´s Office, investigative judges and other members of the judiciary, Ombudsman, as well as judges and investigators from other jurisdictions, private sector, civil society organizations to facilitate the development, implementation and evaluation of assigned projects activities; monitor and analyse specific aspects of programme/project development and implementation; review relevant documents and reports; identify problems and issues to be addressed and recommend corrective actions; liaise with relevant parties; identify and track follow-up actions. • Assist in performing consulting assignments, in collaboration with the national counterparts, by planning and facilitating workshops, through other interactive sessions and assisting in developing the action plan that the national counterparts will use to manage the change. • Provide technical assistance and advise in the development of training programmes, legal frameworks, and institutional capacities development, focusing on anti-corruption and anti-money laundering measures. • Conduct training sessions on the Haitian national legal framework, equipping national counterparts with in-depth knowledge and practical skills needed for their roles on anti-corruption and anti-money laundering. • Contribute to the preparation of various written outputs, e.g. draft background papers, analytical notes, sections of reports and studies, inputs to publications, etc. • Provide administrative and substantive support to consultative and other meetings, conferences, to include proposing agenda topics, identifying and propose participants, preparation of background documents and presentations, handling logistics, etc. • Undertake outreach activities; participate in the development of training workshops, seminars; participates in and make presentations on assigned topics/activities. • Provide substantive support for policy coordination and evaluation functions, participate in evaluations or research activities and studies. • Participate in field missions, including provision of substantive and administrative support, data collection. • Coordinate activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and preparation of related documents/reports (pledging, work programme, programme budget, etc.) • Ensure that operations, finance management, procurements, logistics, liaison and communication activities assigned to the programme are conducted according to UNODC standards and procedures. • Collect and analyze data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. • Ensure that requirements, background information used for data analysis are documented. • Performs other work-related duties as required.

Education
An advanced university degree (Master’s degree or equivalent) in criminal justice, criminology, law, political science, management, or other relevant discipline is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of five years of progressively responsible professional work experience as a legal professional (lawyer, magistrate, legal counsellor or similar function) is required. Experience in managing programme/project activities in the areas of anti-corruption, criminal justice, crime and drug control and/or related fields, is desirable. Work experience in project management including design, management, implementation, monitoring and evaluation with strong project reporting skills of development assistance projects is desirable. Work experience in an international organization or in the United Nations system is desirable. Work experience in the implementation of global, regional and national anti-corruption projects in the Global South within the United Nations including work on the United Nations Convention against Corruption (UNCAC) implementation, work with the national law enforcement, judicial authorities and the private sector is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For this position fluency in English and French is required. Knowledge of Creole is desirable. Knowledge of another official United Nations language is an advantage.
