The position is located in the Operations and Advocacy Division (OAD), Office for the Coordination of Humanitarian Affairs (OCHA). OCHA is the part of the United Nations Secretariat responsible for bringing together humanitarian actors to ensure a coherent response to emergencies. OCHA also ensures there is a framework within which each actor can contribute to the overall response efforts. OCHA’s mission is to mobilize and coordinate effective and principled humanitarian action in partnership with national and international actors in order to alleviate human suffering in disasters and emergencies; advocate the rights of people in need; promote preparedness and prevention and facilitate sustainable solutions.
This position-specific job opening is being advertised for the position of Programme Officer/People Management based in New York, United Nation Headquarters. The incumbent reports to the Director of OAD.
Responsibilities
Within delegated authority, the Programme Officer/People Management will be responsible for the following duties:
• Develops, implements and evaluates initiatives and activities to strengthen workforce, people and talent management within the Division, monitors and analyzes implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions.
• Performs consulting assignments on staffing, people and talent management, in collaboration with Human Resources and key clients, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change.
• Researches, analyzes and presents information on workforce, people and talent management related matters gathered from diverse sources.
• Conducts reviews, monitors and analyzes issues and trends, relating to workforce, people and talent management within the Division and for OCHA’s field operations globally, including indicators relating to gender and geographic diversity,
• Organizes and prepares written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
• Provides strategic and expert advice and support on workforce, people and talent management related issues to senior managers, in line with relevant regulations and rules, and prepares requests and communications on behalf of senior managers, in consultation with Human Resources colleagues.
• Organizes and coordinates, in consultation with Human Resources outreach and awareness raising activities, training and capacity building activities and events on assigned topics/activities to support career development and mobility for staff.
• Leads and/or participates in large, complex field missions, including provision of guidance to external consultants, Senior Managers, staff and other parties and drafting mission summaries, etc.
• Supports activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).
• Supports efforts to maintain gender parity at all levels and further strengthen geographic diversity and inclusion in workforce, people and talent management, including in recruitment processes.
• Supports managers and staff to strengthen all aspects of performance management and ensure full implementation of the performance management cycle for all staff within the Division and in the field.
• Performs other duties as required.

Education
An advanced university degree (Master’s degree or equivalent) in political science, social science, international studies, public administration, economics, engineering, earth sciences or a related field is required. A first-level university degree in combination with an additional two (2) years of qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
A minimum of seven (7) years of progressively responsible experience in project or programme management, administration, workforce planning, people and talent management or related area is required.
At least three (3) years experience providing strategic staffing and human resource management advice is required.
Experience of working in the field of humanitarian or crisis management, including experience in field operations, is desirable.
Experience in performance management, conduct and discipline or administration of justice functions is desirable.
Experience within the UN Common System or comparable international organization is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another UN official language is desirable.
Assessment
The evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
Special Notice
The duration of the appointment will be for an initial period of one year. Extension of the appointment is subject to extension of the mandate and the availability of the funds.
