Created in December 1999, the United Nations Office for Disaster Risk Reduction (UNDRR) is the designated focal point in the United Nations system for the coordination of efforts to reduce disasters and to ensure synergies among the disaster reduction activities of the United Nations and regional organizations and activities in both developed and less developed countries. Led by the United Nations Special Representative of the Secretary-General for Disaster Risk Reduction (SRSG), UNDRR has over 140 staff located in its headquarters in Geneva, Switzerland, and in regional offices. Specifically, UNDRR guides, monitors, analyses and reports on progress in the implementation of the Sendai Framework for Disaster Risk Reduction 2015-2030, supports regional and national implementation of the Framework and catalyzes action and increases global awareness to reduce disaster risk working with UN Member States and a broad range of partners and stakeholders, including civil society, the private sector, parliamentarians and the science and technology community.
The position is located in the UNDRR Headquarters in Geneva. The Programme Officer will report to the Director of the United Nations Office for Disaster Risk Reduction.
Responsibilities
Within delegated authority, the incumbent will be responsible for the following duties:
– Oversees the quality control of all documents, reports, speeches and talking points sent to the Director, ensuring precise content, clear elaboration, accuracy, consistency and timely delivery.
– Prepares overview of issues and ongoing work by the organization for the Director’s briefings and meetings based on consultations with other branches and offices.
– Monitors and ensures compliance with all the requests received by Director and SRSG for reporting and surveys.
– Maintains a repository of UNDRR policies and strategies and keeps track of the reporting obligations against these plans both within UNDRR, in the UN system and externally.
– Acts as a focal point for UNDRR internal strategies such as the environmental strategy ensuring coordination of inputs and timely external reporting.
– Coordinates with the Resource Planning and Management Section on the implementation of the annual evaluation plan for UNDRR, including preparation of the terms of reference for the evaluation consultants.
– In coordination and close collaboration with the Resource Planning and Management Section, maintains the UNDRR Risk Register on Fortuna, etc.; monitors and analyzes the implementation of risk controls together with risk owners; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.
– Assists in policy development, including preparation of evaluations or other research activities and studies. Collaborates with the Special Assistant to the SRSG charged with the drafting of the annual SRSG’s compact on behalf of the Director, ensuring that the content presented to the Director for review is accurate.
– Undertakes survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions.
– Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
– Collects and analyzes data to identify trends or patterns and provides insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.
– Performs other duties as required.

Education
An advanced university degree (Master’s degree or equivalent degree) in business administration, management, economics or a related field is required. A first-level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
A minimum of five years of progressively responsible experience in project or programme management, administration, legal affairs or a related area is required.
At least two years of experience working closely with senior management handling sensitive and confidential matters is required.
Experience in enterprise risk management and programme evaluation within the UN system or similar international organization is desirable.
Experience in report writing and editorial work is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of French is desirable. Knowledge of another UN official language is desirable.
Assessment
Evaluation of qualified candidates may include an assessment exercise which will be followed by a competency-based interview.
