The position is in the Information Management and Data Analytics Unit (IMSDAU), Guidance Learning and Reporting Section (GLRS), Pooled Fund Management Branch (PFMB), Humanitarian Financing and Resource Mobilization Division (HFRMD), Office for the Coordination of Humanitarian Affairs (OCHA). OCHA is the part of the United Nations Secretariat responsible for bringing together humanitarian actors to ensure a coherent response to emergencies. OCHA also ensures there is a framework within which each actor can contribute to the overall response efforts. OCHA’s mission is to mobilize and coordinate effective and principled humanitarian action in partnership with national and international actors in order to alleviate human suffering in disasters and emergencies; advocate the rights of people in need; promote preparedness and prevention and facilitate sustainable solutions.
The Programme Officer will be based in Geneva and reports to the Head of Unit. The focus of this job is to manage the support functions of OCHA-HQ and Field offices for Pooled fund Management system in the implementation, monitoring, training and other activities in an assigned functional area.
Responsibilities
Within delegated authority, the Programme Officer will be responsible for the following duties:
• Participates in the development, implementation and evaluation of assigned programmes/projects, etc.; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.
• Performs consulting assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change.
• Researches, analyzes, risk gap analysis and presents information gathered from diverse sources to formulate the plan for change management process.
• Assists in policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies.
• Undertakes survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions.
• Prepares various written outputs, e.g. draft background papers, analysis, guidance, sections of reports and studies, inputs to publications, etc.Provides substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
• Undertakes outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities.
• Participates in or lead field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.
• Performs other duties as required.

Education
Advanced university degree (Master’s degree or equivalent) in business administration, management, economics or a related field is required. A first-level university degree in combination with 2 additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
A minimum of five years of progressively responsible experience in project or programme management, administration or related area is required.
Relevant experience in support and management of Non-profitable Organization based Grant Management System is required.
Relevant experience in providing technical support for Information system issues remotely and coordinating training and workshops online and onsite is required.
Relevant experience in managing data extraction and data analysis using standard tools is desirable.
A minimum of two years of work experience with humanitarian Pooled fund mechanisms is desirable.
Relevant experience in actively using issue tracking systems, developing system guidance materials, conducting system gap analysis, data analysis and managing teams remotely is desirable.
A minimum of two years of the last five years of international humanitarian field experience is desirable.
Languages
English and French are working languages of the UN Secretariat, for the position advertised fluency in both are required; knowledge of, Arabic or Spanish, is desirable.
Assessment
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
Special Notice
Appointment or assignment against this position is for an initial period of one year. Extension of the appointment is subject to extension of the mandate and the availability of the funds.
