Org. Setting and Reporting

The position is located in the United Nations Multidimensional Integrated Stabilization Mission in the Central African Republic (MINUSCA). with duty station Bangui. The incumbent will report directly to the Deputy Special Representative of the Secretary-General (DSRSG). The focus of this position is to lead the implementation, monitoring and evaluation of programmes, operations and other activities in an UNMAS country programme.

Responsibilities

Within delegated authority, the Programme Management Officer is responsible for the following duties:

• Develops, implements, designs and evaluates the Mine Action programme strategy, resource mobilization strategy, Work Plan, and budget; monitors, evaluates and analyzes Mine Action programme/project development and implementation in alignment with strategic direction; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions. Coordinates follow up to the Independent Strategic Review on the impact of explosive ordnance in peacekeeping operations and the Secretary-General’s Action for Peacekeeping agenda relevant to the safety and security of peacekeepers, in collaboration with the Force.
• Researches, analyzes and presents information gathered from diverse sources.
• Coordinates policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies,
• Generates survey initiatives; designs data collection tools; reviews, analyzes and interprets data on the evolution of the Mine Action programme , monitors the Mine Action programme’s performance, including the implementing partner’s performance, in accordance with agreed performance indicators, identifies problems/issues and prepares conclusions.
• Organizes and prepares written outputs, e.g. Mine Action programme strategy, draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
• Provides substantive backstopping to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
• Initiates and coordinates outreach activities; leads the engagement with national authorities involved in Mine Action; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities.
• Leads and/or participates in large, complex field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.
• Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).
• Performs other duties as required.

Work implies frequent interaction with the following:
Establish and maintain relationships with counterparts, senior officers and technical staff in relevant Secretariat units and in UN funds, programs and other UN specialized agencies;
Representatives and officials in national governments, international organizations, consultants, Member States and donor representatives.

Plays a lead role in identifying significant issues and develops well-reasoned, innovative approaches to deal with these issues. Serves as an effective spokesperson internally and externally and forms strong partnerships with relevant parties.

Education

Advanced university degree (Master’s degree or equivalent) in business administration, management, international relations, public administration or a related field. A first-level university degree in combination with two additional years of relevant work with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of seven years of progressively responsible experience in project or programme management, administration or related area is required.

A minimum of four years of experience in a managerial role in a conflict or post-conflict setting is required.

A minimum of two years of experience in a mine action field programme is required.

A minimum of two years of direct experience in engaging with senior government officials in a complex humanitarian or conflict/post-conflict setting is required.

Experience designing and monitoring explosive ordnance threat mitigation training for uniformed security services is required.

Experience in resource mobilization and fundraising is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English and French is required.
