This position is situated in the Department for Peacekeeping Operations (DPO), Office of Rule of Law and Security Institutions (OROLSI), within the Mine Action Service (UNMAS) based in New York. The position will report to the P4 Deputy of the Design, Operational Support and Oversight (DOSO) section.

Established in 1997, UNMAS works to eliminate the threat posed by mines, explosive remnants of war and improvised explosive devices by coordinating United Nations mine action, leading operational responses at the country level, and supporting the development of standards, policies and norms.

As a specialized service of the United Nations located within the Department of Peace Operations, UNMAS operates under UN legislative mandates of both the General Assembly and the Security Council. UNMAS also responds to specific requests for support from the UN Secretary-General or designated official.

Within delegated authority, the Programme Management Officer in DOSO will be responsible for the following duties:

• Participates in the design/development, implementation and monitoring and evaluation of assigned programmes/projects, etc. through the UNMAS Review Committee process and Integrated Teams; collaborates with the Programmes, Planning and Monitoring Section (PPMS) to monitor and analyze programme/project design and implementation; contributes towards UNMAS Knowledge Management; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.
• Where assigned and in consultation with other UNMAS HQ Sections, assists Chiefs of Mine Action Programmes (CMAPs) with the drafting of workplans, Financial Agreements (FAs), project proposals and concept notes, and other ad hoc substantive documents related to programme design.
• Researches, analyzes and presents information gathered from diverse sources.
• Assists in policy development related to the design and monitoring of mine action programmes, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies on mine action.
• Undertakes survey initiatives; designs data collection tools for programme oversight; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions to inform programme design and lessons learnt.
• Prepares various written outputs, e.g. draft background papers, analysis, talking points, sections of SG reports and studies, RBB narrative and indicators etc.
• Provides substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
• Undertakes outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities.
• Participates in or lead field missions and drafting mission summaries, etc.
Performs other duties as required.

Education

Advanced university degree (Master’s degree or equivalent) in business administration, management, economics or a related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of five years of progressively responsible experience in project or programme management, administration or related area is required.

At least 2 years working in a Mine Action field programme with experience in oversight of mine action operational activities, including Risk Education, is required.

Experience in designing and/or assessing mine action programmes, projects and/or activities is required.

Experience working in a field setting in a conflict or post-conflict environment or humanitarian response in the United Nations Common System or a comparable international organization or Non-Government Organization is required.

Experience of working with UN mine action civil society, NGOs or commercial partners is desirable.

Experience in the monitoring and evaluation of programmes/projects is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the positions advertised, fluency in English is required. Knowledge of French is desirable. Knowledge of another official UN language is an advantage.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
