This position is located in the Human Rights and Gender Section of the United Nations Office of Counter-Terrorism (UNOCT). The Human Rights Officer reports to the Human Rights Officer leading the Baghdad team implementing the Human Rights Unit’s project on Capacity-building Support on Human Rights and Counter-Terrorism to Law Enforcement and Intelligence Services in Iraq (“the project”) and to the Human Rights Officer coordinating the project in New York, under the overall supervision of the Chief of the Human Rights and Gender Section.

The UNOCT Human Rights and Gender Section is implementing UNOCT’s Global Human Rights Program, whose primary focus is to enhance the effectiveness in implementing Pillar IV of the United Nations Global Counter-Terrorism Strategy (GCTS), the Secretary-General’s Plan of Action to Prevent Violent Extremism (A/70/674), and the Secretary General’s Call to Action for Human Rights.

One of the Global Human Rights Program’s components involves providing technical assistance and capacity-building support to Member States, aiming to improve their capacity to prevent and respond to terrorism and violent extremism through a human rights- and rule of law-based approach. As part of this component, the Human Rights Unit is implementing a project on Capacity-building Support on Human Rights and Counter-Terrorism to Law Enforcement and Intelligence Services in Iraq.

The United Nations Office of Counter-Terrorism was established by the General Assembly in June 2017. The Office has five main functions: (a) provide leadership on the General Assembly counter-terrorism mandates across the United Nations System; (b) enhance coordination and coherence across the 38 Counter-Terrorism Implementation Task Force entities to ensure the balanced implementation of the four pillars of the Strategy; (c) strengthen the delivery of United Nations counter-terrorism capacity-building assistance to Member States; (d) improve visibility, advocacy and resource mobilization for United Nations counter-terrorism efforts; and (e) ensure that due priority is given to counter-terrorism across the United Nations System and that the important work on preventing violent extremism is firmly rooted in the Strategy.

Responsibilities

Within delegated authority, the Programme Management Officer will be responsible for the following duties:

• Participates in the development, implementation and evaluation of the project; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.
• Assists project leadership in liaising and building trust and lines of communication with project beneficiaries, national partners and other stakeholders;
• Keeps abreast of developments with respect to terrorism, preventing and countering terrorism and their human rights dimensions in Iraq;
• Contributes to the implementation of project activities, both from a substantive and operational perspective, including via the organization of workshops and meetings;
• Performs consulting assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change.
• Researches, analyzes and presents information gathered from diverse sources.
• Assists in policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies.
• Undertakes survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions.
• Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
• Provides substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
• Undertakes outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities.
• Participates in or lead field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.
• Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).
• Performs other duties as required.

Competencies

• Professionalism: Knowledge and understanding of theories, concepts and approaches relevant to international human rights law, their application at national and local level in Iraq, Iraqi criminal law and procedure, Iraqi criminal justice. Understanding of terrorism, counter-terrorism, preventing and countering violent extremism in the Iraqi context. Understanding of the content and the environment of the work of law enforcement and/or intelligence services in Iraq. Ability to evaluate and integrate information from a variety of sources and assess the human rights situation in Iraq and factors affecting it such as the political environment, legal norms and counter-terrorism measures. Ability to identify issues, analyze and participate in the resolution of issues/problems. Conceptual analytical and evaluative skills to conduct independent research and analysis, including familiarity with and experience in the use of various research sources, including electronic sources on the internet, intranet and other databases. Ability to apply judgment in the context of assignments given, plan own work and manage conflicting priorities. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. Education

Advanced university degree (Master’s degree or equivalent) in law, political science, international relations, social sciences or related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of five years of progressively responsible experience in human rights, political affairs, international relations, law, or a related area is required.

Experience working with Iraqi security forces is desirable.

Experience with human rights in counter-terrorism is desirable.

Experience delivering technical assistance is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this position, fluency in English (both oral and written) and Arabic (both oral and written) is required.

Assessment

Evaluation of qualified candidates may include an assessment exercise which will be followed by competency-based interview.

Special Notice
