Org. Setting and Reporting
The position is located in the Resource Planning and Analysis Section of the Division for Special Activities, in the Department of Operational Support (DOS). The Programme Officer reports to the head of the unit.
DOS was established with a mandate to provide global oversight and stewardship of the Secretariat’s operational support arrangements and ensure the delivery of globally harmonized efficient and responsive support services in support of mandate implementation. A core role of the Division is to lead the Departments efforts to further develop and enhance the Secretariat’s existing global operational support architecture.
In this context, the Programme Management Officer will focus on supporting the expansion of support services to field-facing Secretariat entities and the Secretariat’s engagement within the UN development system agenda. The Programme Management Officer will also support the development of key enablers to strengthen the global operational support architecture including supporting the operationalization of mutual recognition, cost recovery mechanisms, and harmonized operational processes and performance measures.
Responsibilities
Within delegated authority, the Programme Management Officer will be responsible for the following duties:
• Monitors and analyzes programme/project development and implementation related to the further development of the global operational support architecture; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions.
• Leads engagements and provides expert advice on strategic resources and stewardship aspects of proposed operational support solutions.
• Leads the work of the Division with regard to the review of major resource requirements and development of efficiency measures.
• Coordinates the creation of a framework for operational resourcing standards and priorities.
• Manages collaborative projects and supports relationships with key partners with the global operational support architecture including Secretariat entities, major service providers, United Nations Agencies, Funds and Programmes and external partners, by establishing or negotiating agreements, planning and facilitating workshops, through other interactive sessions and assisting in developing action plans to manage the change.
• Researches, analyzes and presents information gathered from diverse sources leveraging data analytics and visualization tools.
• Coordinates policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies.
• Generates survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identify problems/issues and prepares conclusions.
• Organizes and prepares written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
• Provides substantive backstopping to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
• Initiates and coordinates outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities.
• Performs other duties as required.

Education
An Advanced university degree (Master’s degree or equivalent degree) in business administration, management, economics or a related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree
Work Experience
• A minimum of seven years of progressively responsible experience in project or programme management, administration or related area is required.
• Experience in producing statistical output and official reports, including the collection and quality assurance of data is desirable.
• Experience collaborating with partners on enhancing the delivery of operational support, performance measures, process harmonization and improvement in an international organization is desirable.
• Experience in negotiating multi-stakeholder solutions is desirable.
• Experience in drafting project plans, analysis and background papers is desirable.
• Experience with data driven analysis and presentation tools is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is desirable.
Assessment
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
Special Notice
• This position is temporarily available through 31 December 2023 with possibility of extension. If the selected candidate is an internal staff member of the UN Secretariat, the selection will be recorded as a temporary assignment.
