The United Nations Joint Staff Pension Fund was established in 1949 by the United Nations General Assembly to provide retirement, death, disability, and related benefits for staff upon separation of their service with the United Nations and other member organizations of the Fund. The Pension Fund pays benefits in 17 currencies to more than 80,000 beneficiaries who reside in 190 countries, and services more than 134,000 participants who work in the 25 member organizations of the Pension Fund. The Fund has offices in New York (United States) and Geneva (Switzerland) and two liaison offices in Nairobi (Kenya) and Bangkok (Thailand), respectively.
The United Nations Joint Staff Pension Fund-Pension Administration (UNJSPF-PA) comprises about 250 staff from diverse countries and cultures, based across four prominent duty stations (New York, Geneva, Bangkok, and Nairobi). This position is located in the Information Management Systems Service (IMSS) of the Pension Administration of the United Nations Joint Staff Pension Fund (UNJSPF). The incumbent reports to the Chief of IMSS through Project Management Officer.
Responsibilities
Within delegated authority, the Programme Manager will be responsible for the following duties:
• Plan, execute and control projects, or manage components of a large complex project which typically impact critical operations or multiple user groups
• Develops, implements, and evaluates assigned programmes/projects, etc.; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions.
• Ensure that all projects are delivered on-time, within scope and budget
• Create, maintain, and execute the Project Plan, within a collaborative Project Server environment
• Manage changes to the project scope, schedule, and costs using appropriate techniques
• Manage project issues and risks
• Manage project resources and track project costs
• Track and monitor project progress against plan, requirements, quality measures, standard processes and report performance using appropriate tools and techniques
• Manage project communications, including schedule, to liaise with project board and respective stakeholders during the entire project lifecycle.
• Create and maintain project management documents throughout the lifecycle of the project from Start Up to Closure.
• Execute a proper Project Closure, including transition to operation, financial and lessons learnt. Evaluate the outcomes of the project as established during the planning phase.
• Manage a complex project portfolio.
• Performs other duties as required.

Education
Advanced university degree (Master’s degree or equivalent) in business administration, management, economics, computer science, information systems or a related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
Job – Specific Qualification
A professional certification in project management, such as Project in Controlled Environment Version 2 (PRINCE2), Project Management Professional (PMP) or any other equivalent project management certification, is required.
Work Experience
A minimum of seven years of progressively responsible experience in project or programme management, administration, or related area is required.
Experience in successfully managing and completing complex project(s) in a multicultural environment is required
Experience in CRM implementations (Salesforce, Oracle CRM, Siebel CRM, PeopleSoft CRM) or experience in Service Management implementation projects (Incident Management, Problem Management) is desirable
Certification in Prince 2 Agile is desirable.
Experience of working with International Organization is desirable
Experience in data analytics or related area is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is desirable.
Assessment
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
Special Notice
This position is available through 31 December 2023 with the possibility of extension, subject to availability of funding. The selected candidate is expected to start as soon as possible. Please note that this is a temporary job opening, open to internal as well as external candidates.
A current staff member who holds a Fixed-term, Permanent, or Continuing appointment may apply for temporary positions. .A staff member holding a temporary appointment shall be regarded as an external candidate when applying for other positions and may apply for other temporary positions at any level, subject to section 5.7 below and staff rule 4.16 (b) (ii).
Upon separation from service, including, but not limited to, expiration or termination of, or resignation from, a Fixed-term, Continuing, or Permanent appointment, a former staff member will be ineligible for re-employment on the basis of a temporary appointment for a period of 31 days following the separation. In the case of separation from service on retirement, a former staff member will be ineligible for re-employment for a period of three months following the separation. This equally applies, mutatis mutandis, with respect to a former or current staff member who has held or holds an appointment in another entity applying the United Nations Staff Regulations and Rules and who applies for a temporary position with the Secretariat.
Subject to the funding source of the position, this temporary job opening may be limited to candidates based at the duty station.
While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post. An external candidate selected for this position is bound by the prevailing condition of the staff selection system under ST/AI/2010/3, as amended, and ST/AI/2010/4/Rev.1. A staff member holding a temporary appointment who is recruited in the Professional and above categories on a temporary appointment and placed on a position authorized for one year or longer may not apply for or be reappointed to his/her current position within six months of the end of his/her current service. This provision does not apply to staff members holding temporary appointments and placed on positions authorized for one year or more in duty stations authorized for peacekeeping operations or special political missions.
