The Department of Safety and Security (UNDSS) is responsible for providing leadership, operational support and oversight of the United Nations security management system (UNSMS) globally. As a global leader in security risk management principles, UNDSS enables the safe and effective delivery of United Nations programmes and activities in the most complex and challenging environments, while maximizing precious resources. This position is located in the Strategic Planning Service, Office of the Under-Secretary-General, Department of Safety and Security (UNDSS). The Programme Management Officer will report to the Senior Programme Officer, Operational Resilience Unit (ORU). The focus of this job is to lead the implementation, monitoring and evaluation of programmes, operations and other activities.

Responsibilities
Within delegated authority, the Programme Management Officer will be responsible for the following duties:
• Develops, implements and evaluates assigned projects, monitors and analyzes implementation; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions.
• Facilitates workshops and through other interactive sessions develops the DSS resourcing system against programme activities.
• Researches, analyzes and presents information gathered from diverse sources.
• Coordinates and develops new resource policy for results based allocations in countries.
• Generates survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identify problems/issues and prepares conclusions.
• Organizes and prepares written outputs, e.g. draft background papers, analysis, sections of reports and studies.
• Initiates and coordinates outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities.
• Leads and/or participates in large, complex field missions, including provision of guidance to DSS country teams, UNCT and OMT members and other parties and drafting mission summaries.
• Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements) and prepares related documents/reports (pledging, work programme, programme budget).
• Performs other duties as required.

Education
Advanced university degree (Master’s degree or equivalent) in business administration, international relations, or development evaluation is required. A first level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
A minimum of seven years of progressively responsible management experience of designing and implementing results-based programme planning, management, delivery, and reporting processes incorporating the use of data systems, preferably in humanitarian or development areas, is required.
Experience in using standardized tools to support and develop SOPs, workflows, plans, budget and financing for programme implementation is required.
Experience of substantive managerial-level engagement and operational coordination with Member States and international humanitarian entities on the design, implementation and review of results-based processes to support relevant substantive programmes is required.
Experience working within the UN Common System or comparable international organization or nongovernmental organization in a complex, conflict, post-conflict or natural disaster setting is desirable.
Experience in developing outreach strategies and initiatives is desirable.
Languages
English and French are the official languages of the United Nations Secretariat. For this position, fluency in English (oral and written) is required. Fluency in French is desirable. Knowledge of another UN Official Language is desirable.
Assessment
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
Special Notice
• This position is funded through General Temporary Assistance (GTA) funding with funding available for 364 days. Extension of appointment is subject to the availability of the post or funds, budgetary approval or extension of the mandate. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.
