The position is located in the Convention Support Section (CSS) of the Corruption and Economic Crime Branch (CEB), Division for Treaty Affairs (DTA), United Nations Office on Drugs and Crime (UNODC) in Vienna, Austria. The incumbent will work under the direct supervision of the Programme Officer (Global Operational Network of Anti-Corruption Law Enforcement Authorities (GlobE) Coordinator) and the overall guidance of the Chief of the Section.

Responsibilities
UNODC serves as the Secretariat of the Conference of the States parties to the United Nations Convention against Corruption (UNCAC), including its Implementation Review Mechanism. The Anti-Corruption Global Programme is a technical assistance programme being offered by UNODC to provide capacity-building assistance to Member States to effectively implement the UNCAC. Within the framework of the Global Programme, UNODC has set up a Global Operational Network of Anti-Corruption Law Enforcement Authorities, the GlobE Network (“the Network”) to facilitate informal cooperation among anti-corruption entities. The incumbent will provide substantive support to the Network. The Network, officially launched on 3 June 2021, aims to provide a quick, agile and efficient tool for facilitating transnational cooperation in combating corruption, and to strengthen communication exchange and peer learning between independent anti-corruption law enforcement authorities, while complementing and coordinating with relevant international cooperation platforms. The Network will build and enhance direct contact between anti-corruption law enforcement authorities, through the following three components: 1) Vienna-based Global Network of Anti-Corruption Law Enforcement Authorities; 2) Online one-stop hub (OSH) for the Network; and 3) Knowledge and capacity development for the Network.
Within assigned authority, the Programme Management Officer will be responsible for the following specific duties:
· Participate in the development, implementation and evaluation of assigned programmes/projects, and ensure that programme portfolios are grounded in a sound theory of change with measurable impacts.
· Provide substantive support to GlobE strategic planning process and contribute to facilitating and delivering the longer-term strategic plan through a multi-stakeholder process.
· Perform organizational needs analyses and identify organizational development or change interventions to improve organizational performance.
· Contribute to the development and execution of the Network’s communications strategy and work plans. Support strategically aligned and compelling Network external communications.
· Support the development and dissemination of promotional materials and promote and disseminate information about the Network to the media, the donor, and relevant governmental officials (such as, media advisories, press releases, background notes, fact sheets and other publications).
· Ensure the alignment of the Network’s monitoring and reporting with the theory of change; support the Network’s monitoring and reporting processes, undertake survey initiatives; review, analyze and interpret responses, identify problems/issues, prepare conclusions and suggest remedial actions.
· Provide substantive support to meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc..
· Prepare various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc..
· Collect and analyze data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.

Education
Advanced university degree (Master’s degree or equivalent) in law (preferably with a specialization in international law and criminal law), international relations, business administration, management, or a related field is required.
A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
A minimum of five years of progressively responsible professional experience in project or programme management, administration or related area is required.
Experience in analyzing organizational needs and in identifying organizational development or change interventions to improve organizational performance is required.
Work experience in international cooperation, in particular anti-corruption law enforcement cooperation, as well as experience in engaging with or operating practitioners’ network in this area is required.
Experience managing communications or public relations efforts, preferably at the international level is required.
Experience in developing theory of change, planning and monitoring and reporting of projects/ programmes is desirable.
Experience in an international organization and/or with the United Nations System is desirable.
Experience in data analytics or related area is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another United Nations official languages is an advantage.
Assessment
Evaluation of qualified candidates may include an assessment exercise and a competency-based interview.
