Org. Setting and Reporting

The United Nations Office of Counter-Terrorism (UNOCT) was established by the General Assembly in June 2017. The Office has five main functions: (a) provide leadership on the General Assembly counter-terrorism mandates across the United Nations System; (b) enhance coordination and coherence across the more than 46 Global Counter-Terrorism Coordination Compact (former CTITF) Task Force entities to ensure the balanced implementation of the four pillars of the UN Global Counter-Terrorism Strategy; (c) strengthen the delivery of United Nations counter-terrorism capacity-building assistance to Member States; (d) improve visibility, advocacy and resource mobilization for United Nations counter-terrorism efforts; and (e) ensure that due priority is given to counter-terrorism across the United Nations System and that the important work on preventing violent extremism is firmly rooted in the Strategy.

Under the supervision of the Chief of the Resource Mobilization and Donor Relations Section (RMDRS) and the overall direction of the Chief of the Office of the Under-Secretary-General for Counter Terrorism, the Programme Management Officer/Head of the UN Joint Appeal for Counter-Terrorism Secretariat will coordinate joint resource mobilization and funding partner engagement efforts under the United Nations Global Counter-Terrorism Strategy and UNOCT’s Resource Mobilization Strategy.

Responsibilities

Within delegated authority, the Programme Management Officer/Head of the UN Joint Appeal for Counter-Terrorism Secretariat will be responsible for the following duties:
• Lead day-to-day management of UN Joint Appeal for Counter-Terrorism Secretariat and all Joint Appeal-related activities, including strategic partnership engagement, development of work and outreach plans as well initiating s outreach activities, conduct briefings to funding partners, make presentations on assigned topics/activities.
• Convene and chair the inter-agency UN Joint Appeal for Counter-Terrorism Task Force in support of the effective management of the Joint Appeal under the Resource Mobilization, Monitoring and Evaluation Working Group of the UN Global Counter-Terrorism Coordination Compact.
• Review and evaluate assigned programmes/projects related to the UN Joint Appeal for Counter-Terrorism in Africa; monitor and analyze the effectiveness of the resource mobilization efforts; identify problems and issues to be addressed and initiate corrective actions; liaise with relevant parties; ensure follow-up actions and in support of UNOCT’s Resource Mobilization Strategy, identify and undertake resource mobilization with assigned portfolio of existing and prospective funding partners.
• Research, analyze and present information gathered from diverse sources as well as undertake research and preparatory work to inform planning for fund management instruments including a Multi-Partner Trust Fund.
• Coordinate the implementation of a donor engagement action plan and prepare necessary guidance, including the review and analysis of issues and trends, or other research activities and studies,
• Generate survey initiatives; design data collection tools; review, analyze and interpret responses, identify problems/issues and prepare conclusions.
• Organize and prepare written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
• Provide substantive backstopping to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
• Perform other duties as part of the RMDRS, as required.

Competencies

Education

Advanced university degree (Master’s degree or equivalent) in business administration, management, economics, international relations or a related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of seven years of progressively responsible experience in project or programme management, administration, or related area is required.

Experience in resource mobilization and donor relations is required.

Experience in developing and managing multi-partner trust funds and/or consolidated fundraising appeal processes involving multiple stakeholders is desirable.

Experience in coordinating and organizing high-level fundraising and outreach events is desirable.

Languages

English and French are the working languages of the UN Secretariat (both oral and written). For this position, fluency in English is required. Knowledge of another UN official language is an advantage.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice

• This position is temporarily available for an initial period of 6 months with the possibility of extension. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.
