This position is located in the Programme Office on Parliamentary Engagement in Preventing and Countering Terrorism in the United Nations Office of Counter-Terrorism (UNOCT), in Doha, State of Qatar. The Programme Officer reports to the Head of Office.

The United Nations Office of Counter-Terrorism (UNOCT) was established by the General Assembly in June 2017. The Office has five main functions: (a) provide leadership on the General Assembly counter-terrorism mandates across the United Nations System; (b) enhance coordination and coherence across the 45 Global Counter-Terrorism Coordination Compact entities to ensure the balanced implementation of the four pillars of the Strategy; (c) strengthen the delivery of United Nations counter-terrorism capacity-building assistance to Member States; (d) improve visibility, advocacy and resource mobilization for United Nations counter-terrorism efforts; and (e) ensure that due priority is given to counter-terrorism across the United Nations System and that the important work on preventing violent extremism is firmly rooted in the Strategy.

The UNOCT Programme Office on Parliamentary Engagement in Preventing and Countering Terrorism, based in Doha, State of Qatar, aims to strengthen the parliamentary contribution to international efforts against terrorism and violent extremism. It seeks to promote a whole-of-society approach to terrorism and addressing conditions conducive to terrorism and support parliamentarians in facilitating the implementation of international obligations and instruments related to terrorism, including the United Nations Global Counter-Terrorism Strategy and relevant resolutions of the United Nations General Assembly and Security Council. The office operates through the following three functions: conducting research, analysis and normative work in support of counter terrorism and prevention of violent extremism; providing technical assistance and provision of consultative services; and promoting and facilitating collaboration and coordination among parliamentary assemblies, as well as national parliaments on countering terrorism and preventing violent extremism.

Responsibilities

Within delegated authority, the Programme Officer will be responsible for the following duties:
• Develops, implements and evaluates assigned technical assistance and capacity building programmes that mainstream Counter-Terrorism and Prevention of Violent Extremism policies, strategies and recommendations within parliamentary functions.; monitors and analyzes programme development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions.
• Performs consulting assignments on core parliamentary functions as related to counter-terrorism and prevention of violent-extremism and assesses the needs of parliaments for technical assistance, in collaboration with the stakeholders, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan that parliamentarians will use to manage the change.
• Support the development of counter-terrorism model legislation, policies and parliaments-led strategies and monitor the enactment of new legislation worldwide.
• Researches, analyzes and presents information gathered from diverse sources and identifies gaps, generate ideas and propose practical actions to help parliaments more actively engage in Counter-Terrorism and Prevention of Violent Extremism work.
• Coordinates policy development and formulates Counter-Terrorism policies, strategies and recommendations, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies,
• Generates survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identify problems/issues and prepares conclusions.
• Organizes and prepares written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications and multimedia resources.
• Provides substantive backstopping to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
• Initiates and coordinates outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities, and liaises closely with the parliamentary networks
• Leads and/or participates in large, complex field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.
• Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).
• Performs other duties as required.

Education

An advanced university degree (Master’s or Doctorate degree, or equivalent) in [specify fields] or related fields is required. A first-level or advanced degree (Bachelor’s, Master’s or Doctorate degree, or equivalent) in any fields of studies with two additional years of relevant work experience may be accepted in lieu of an advanced university degree in the specified fields of studies.

Work Experience

A minimum of seven years of progressively responsible experience in project or programme management, administration, international relations, or related area is required.

Experience working with parliamentarians or parliamentary assemblies is required.

Experience in managing technical assistance and capacity-building programmes on preventing and countering terrorism is required.

Experience in leading the development of legal technical assistance tools, manuals, guides or best practices documents, particularly in the area or preventing and countering terrorism and violent extremism, is required.

Experience in providing legislative advice on counter-terrorism to Member States is desirable.

Experience working in an international organization is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English (both oral and written) is required. Knowledge of another United Nations official language is an advantage.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

• This position is temporarily available starting 13 January 2024 for an initial period of 6 months with the possibility of extension. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.
