This position is located in the Office of the Director of the United Nations Counter-Terrorism Centre (UNCCT) of the United Nations Office of Counter-Terrorism (UNOCT). The Programme Officer will report to the Director.
The United Nations Office of Counter-Terrorism was established by the General Assembly in June 2017. The Office has five main functions: (a) provide leadership on the General Assembly counter-terrorism mandates entrusted to the Secretary-General from across the United Nations system; (b) enhance coordination and coherence across the 46 Global Counter-Terrorism Coordination Compact Task Force (former CTITF) entities to ensure the balanced implementation of the four pillars of the United Nations Global Counter-Terrorism Strategy; (c) strengthen the delivery of United Nations counter-terrorism capacity-building assistance to Member States; (d) improve visibility, advocacy and resource mobilization for United Nations counter-terrorism efforts; and (e) ensure that due priority is given to counterterrorism across the United Nations system and that the important work on preventing violent extremism is firmly rooted in the Strategy.
Responsibilities
Within delegated authority, the Programme Officer will be responsible for the following duties:

• Develops, implements and evaluates assigned programmes/projects, etc.; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions.
• Builds and maintains relationships with national counterparts including government, state institutions and civil society and with other UN funds, programmes and agencies.
• Coordinates development of inputs, talking points, presentations and other documents from across the Centre, for the attention of the Director;
• Supports the Director, at his request, in the coordination with Member States on issues pertaining to cooperation with the Centre;
• Researches, analyzes and presents information gathered from diverse sources;
Liaises with the Office of the Under-Secretary General for Counter-terrorism for effective coordination and follow-up on submissions coming from the Office of the Director of the Centre;
• Coordinates policy development, including the implementation of international policy frameworks and reviews and analyses issues and trends, preparation of evaluations, for submission to the Director.
• Organizes and prepares written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, power point presentations, etc.
• Leads on the organization of, and substantive backstopping to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
• Initiates and coordinates outreach activities; organizes and conducts workshops, seminars, etc.; makes presentations on assigned topics/activities.
• Supports the Director and participates in large, complex field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.
• Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).

Education
An advanced university degree (Master’s or Doctorate degree, or equivalent) in business administration, management, economics or related fields is required. A first-level degree (Bachelor’s degree or equivalent) in the specified fields of studies with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.
Work Experience
A minimum of seven years of progressively responsible experience in project or programme management, administration or related area is required.
Experience providing assistance to a senior manager and working in the Front Office is required.
Experience in drafting analytical papers on sensitive management and high-profile matters is desirable.
Experience in supporting or managing counter-terrorism and prevention of violent extremism
programmes is required.
Languages
Fluency in one of the working languages of the UN Secretariat, English or French, (both oral and written) is required; Knowledge of another UN official language is an advantage.
Assessment
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
Special Notice
• This position is financed through extra-budgetary funds and is temporarily available for a period of 6 months with the possibility of extension. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.
