This position is located within the Evaluation Team, Office of the Director, Policy, Evaluation and Training Division (DPET), Department of Peace Operations (DPO). The incumbent will report directly to the Chief, Evaluation Team.
Responsibilities
Responsibilities: Within delegated authority, the Programme Officer, Planning will be responsible for the following duties:
• Develops and implements the Comprehensive Planning and Performance Assessment System (CPAS) for United Nations peacekeeping operations.; monitors and analyzes CPAS development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiate corrective actions; liaises with relevant parties; ensures follow-up actions.

• Performs consulting assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change.

• Coordinates the development of guidance and policy documents for the CPAS, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies,
• Generates survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identify problems/issues and prepares conclusions.
• Organizes and prepares written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
• Provides substantive backstopping to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
• Initiates and coordinates outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities.
• Leads and/or participates in field missions to support CPAS implementation, including provision of guidance to external consultants, mission personnel and other parties and drafting mission summaries, etc.
• Provides day-to-day management of the CPAS to peacekeeping missions, including guidance and technical support on the implementation of the CPAS at key junctures such as during context mappings, drafting of results frameworks, impact assessments, and support to reporting, and strategic communications.
• Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).
• Supports the integration of the CPAS with planning, performance assessment, and budgeting policies and processes, including Results-based Budget (RBB).
• Performs other duties as required.

Education
Advanced university degree (Master’s degree or equivalent) in business administration, management, economics, evaluation, political science, planning or a related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
A minimum of seven years of progressively responsible experience in project or programme management, evaluation of organizational performance, planning, political affairs, administration or related area is required.
Experience using data and analysis, and data visualization to assesses organizational performance and demonstrate impact are required.
Experience working with strategic communications especially in relation to performance, impact or outcome of evaluations is required.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in both oral and written English is required. Fluency in French is desirable. Knowledge of another official United Nations language is an advantage.
Assessment
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
