THE ROLE

Please note this is a temporary role, until 31st December 2025.

The Programme Manager (PM) will engage with country and other teams (including Vaccines, COVID-19 and Health Systems Strengthening) to provide TA related guidance while contributing to planning, analysis, and performance reviews. The PM will also be expected to provide grants and other management support across all envelopes managed by the Partners’ Engagement Framework (including Targeted Country Assistance-TCA, Strategic Focus Area-SFA and Foundational Support-FS) as well as operational support for COVID-19 Vaccine Delivery Support-CDS3 and HPV revitalisation.

Key functions and deliverables:
• Coordinate and support implementation of effective and efficient technical assistance plans for each selected countries supported by Gavi through the PEF TCA envelopes;
• Coordinate the allocation of PEF TCA funding to Gavi partners including planning, contracting and performance management;
• Support the ongoing engagement with core as well as other technical assistance partners;
• Support the roll out and implementation of performance monitoring mechanisms to track progress and performance of all partners involved in the PEF;
• Participate in and prepare documentation for internal and external monitoring and review meetings;
• Support institutionalisation of learning events and documentation of lessons and best practices in the implementation of PEF TCA, SFA and FS as well as TA allocation for partners.

 

 

End to end engagement for PEF TCA, CDS TA and other TA management for selected countries:
• Provide support on the planning, monitoring, contracting, and reporting for PEF TCA opportunities;
• Ensure that the core processes associated with PEF for allocated countries are well coordinated and implemented;
• Work with Country Programme Delivery (CPD) team to identity needs, gaps and bottlenecks for countries and coordinate effective support;
• Support CPD team to engage country-level partners on their role and responsibilities in providing the technical assistance;
• Support with CDS TA application review, implementation, and reporting.

Coordination of Gavi teams in the PEF process:
• Support in the coordination and definition of clear set of activities at the global and regional levels that requires partners engagement, to identify which partner(s) would strategically be the best positioned to provide the support, and to design the best process to engage these partners;
• Support in the review and roll out of up-to-date PEF TCA guidelines to ensure effective roll out of processes for countries;
• Support with coordination of global engagements with Core partners to ensure timely reflection and alignment on PEF TCA activities.

Performance monitoring review and reporting of PEF TCA, FS and SFA Performance:
• Support the development of partner performance monitoring metrics to review progress, challenges and mitigate risks;
• Work with Snr Manager to define relevant partner performance milestones;
• Support with preparations and documentation for ongoing review and reflection meetings with partners to reflect on progress and performance in coordination with CPD teams;
• Proactive identification, reporting and resolution/mitigation of issues and risks related to management and use of Gavi investments.

Partner Engagement:
• Work closely with Gavi Alliance partners to ensure regular and proactive sharing of information as well as reflection of what is working and what is not;
• Coordinate and participate in regular partner engagement meeting and retreats;
• Document lessons and facilitate reflection on utilization by partners;

Corporate tasks:
• Contribute to cross-secretariat initiatives and working groups;
• Support SCM with country updates for high-level Alliance governance and other bodies.

• Minimum five years of relevant work experience;
• Experience in immunisation programmes or health systems a great asset;
• Experience working in/with developing countries on technical assistance a great asset
• Some grant, project- and/or programme-management experience required, including in situations of considerable complexity, challenging environments and political sensitivity;
• Experience in bilateral and multilateral aid environments an asset.

• Supports the various steps of the Gavi grant management process, including due diligence, steering, course-correction, etc.;

• Know-how in project financial management;
• Ability to analyse and synthesise qualitative and/or quantitative information.

• Written and spoken fluency in English essential.

 

 

• Advanced university degree in public health, health economics, development or social sciences, business administration (with experience in international development) or related field, or other relevant qualification.
