Are you an experienced humanitarian Programme Manager with strong experience in SGBV/ protection and resilience programming, who would like to lead our professional and committed national programme team in Ukraine?
Norwegian People’s Aid is looking for an experienced and proactive Programme Manager for its Humanitarian SGBV/ Protection and Resilience programme in Ukraine.
The position is based under the NPA Department for Development and Humanitarian Cooperation (DHC). We work in partnership with local organizations with the aim to strengthen their ability and to fight for a more equitable distribution of power and resources in their communities. Currently, NPA DHC has Programmes ongoing in Africa, Asia, Europe, Latin America and the Middle East.
Responding to the crisis in Ukraine, NPA opened in March 2022 a Humanitarian programme in Ukraine, with two pillars – a Mine Action and Disarmament programme and an SGBV/Protection programme based on support to and collaboration with national organisations. NPA is currently developing this into a broader- and integrated programme. NPA is registered in Ukraine with a country office in Kyiv.
As part of the country Senior Management Team, the Programme Manager has the overall responsibility for the design and implementation of all humanitarian, SGBV/protection and resilience programming in country. The Programme Manager shall also contribute to utilising potential synergies between NPA’s different programme sectors.

Please note that we offer a one-year contract* with the possibility of renewal. The salary and allowances are subject to income tax according to NPA’s Tax Policy. The working conditions, including annual leave, follow the Norwegian Working Environment Act.
Requirements
- Relevant higher education.
- At least 5 years of proven international experience at management level in humanitarian and resilience programming.
- Experience with protection programming and experience as an SGBV practitioner and/or managing SGBV projects or programmes.
- Strong experience working with local or national organisations in a partnership capacity.
- Strong managerial, coordination and leadership skills, with the ability to inspire and build competence of staff and achieve results through others.
- Strong proposal writing and grant management expertise with fundraising and donor coordination experience.
- Proven communication, interpersonal, representation, negotiation, promotion and diplomacy skills.
- Proven analytical and writing skills with ability to quickly develop good insight and understanding of the context and political environment Previous work experience in Ukraine is an advantage.
- Working knowledge of Ukrainian or Russian language is an advantage.
What you will do
- Lead and develop the partner-based humanitarian, SGBV/protection and resilience programme in Ukraine.
- Provide technical guidance particularly within partner-based programming and SGBV/protection, quality control and leadership of NPA Ukraine Development and Humanitarian Cooperation team.
- Programme development based on collaboration with and support to local partners, and quality assurance, training and sharing of knowledge competence, coordination, cross-cutting collaboration and building synergies both internal and external at all levels of the programme, especially with NPA partners.
- Strategic programme development, integration and coordination ensuring good context and actor analysis, transparency and congruence with NPA’s Partnership and Humanitarian Policies and NPA’s strategic objectives, values and principles.
- Constructive contribution to and participation in Ukraine senior management team and the establishing of NPA in Ukraine.
- Fundraising and new programme development.
*Validity of the offer and contract depends on satisfactory medical certificate, full vaccination, valid travel visa and necessary permits for service and residency in the country of service. The offer and contract also depend on donor funding and might be subject to donor approval.
