Salary Information
US$ 55,163 net per annum, plus post adjustment (currently US$ US$ 36,793). Salary is free of income tax in the United Kingdom
Purpose
Under the overall supervision of the Deputy Director, Planning and Programming Sub-Division, Technical Cooperation and Implementation Division, the incumbent will be responsible for IMO’s technical cooperation thematic programmes including coordinating the programme design and planning, development of work plans, programming, coordination of implementation, outreach activities and reporting to stakeholders
Duties and Responsibilities
1. Coordinate activities for the design and planning of IMO’s technical cooperation thematic programmes, including liaison with IMO’s technical divisions, as well as monitoring and analysis of developments on topics related to the thematic programmes at the UN-wide, public and private sector levels. 2. Identify evolving issues in the maritime sector to be addressed by IMO’s technical cooperation programme and develop new programme concepts accordingly, in consultation with relevant IMO technical officers and industry representatives across the maritime sector. 3. Monitor and identify the needs of Member States addressed by the various programmes and report recommendations to the Technical Cooperation Committee (TCC) and Council, accordingly. 4. Oversee the implementation of thematic programmes and provide management and financial functions to ensure that all operations, financial administration and procurement activities initiated by or assigned to the programmes are in compliance with IMO standards and procedures and in coordination with other Secretariat stakeholders. 5. Fulfil the duties of the Implementing Officer (IO), including supervising the organization of training workshops, seminars, expert groups, etc. Represent IMO as a speaker or chair of technical discussion in international conferences, symposiums and other outreach activities. 6. Manage and oversee procurement. Draft tenders for expressions of interest for providing services required by the thematic programmes, including defining the services, qualifying criteria, requirements, expected deliverables and timeframes. Participate in the analysis and selection of proposals. 7. Draft meeting documents, briefs, presentations, memos, speeches, etc on matters related to the thematic programmes for the Director TCID, TCC, the Secretary-General, Council, Assembly and other IMO organs and/or their subsidiary bodies, as required. 8. Oversee the day-to-day work of administrative programme staff, particularly relating to budget monitoring, coordination of workload, logistics and reporting for all activities. Provide feedback with a view to developing skills and competencies of junior staff members. 9. Draft terms of reference for contracting experts and consultants and oversee contractual arrangements. Review and edit consultant reports and provide feedback on performance. 10. Respond to enquiries related to the thematic programmes from Member States, and media amongst others. 11. Provide secretariat services to Working or Drafting Groups that are convened during TCC meetings. 12. Perform other related duties, as required by the Deputy Director, Planning and Programme, Technical Cooperation and Implementation Division
Required Competencies
1. Solid communication skills, including drafting and ability to present complex issues orally in a clear manner. 2. Ability to develop clear goals that are consistent with agreed strategies; foresee risks and allow for contingencies when planning. 3. Proven analytical, budget monitoring and reporting skills. 4. Strong organizational and time management skills and to have the ability to work under pressure and to manage conflicting priorities with a positive and solutions-oriented approach. 5. Ability to build and maintain effective working relationships with internal and external stakeholders, at all levels including in an international, cross-cultural context
Experience
1. A minimum of 3 years professional experience in capacity development programmes in an international context, preferably maritime related, including needs analysis, budget preparation, monitoring, financial analysis, programme administration and implementation of capacity development activities. 2. Experience implementing development and/or technical cooperation programmes and projects is essential.3. Experience in organizing and presenting at regional or global forums/meetings/events (UN or other) on maritime related issues would be an asset.4. Experience in providing secretariat support to multilateral meetings (UN or other) would be highly advantageous
Education
A university degree in public policy, public or business administration, maritime administration, economics, international development, international relations, law, project management, or another closely related field, including disciplines with a strong focus on international communication, multilingualism, policy discourse, or cross-cultural engagement
Language Skills
Proficiency in English, both written and oral, is essential. Working knowledge of other UN languages would be an asset
Others
Competent in the use of relevant IT applications including advanced skills in MS Office is essential. Knowledge and understanding of capacity-building challenges related to maritime issues would be desirable. Working knowledge of SAP or equivalent ERP systems would be an asset
