The position is to be filled as of September 1, 2023, with an initial contract duration of one year. There are good prospects for an extension. Employment location will be Ouanaminthe, Haiti, on the north-eastern border with the Dominican Republic, with the possibility to be accomodated in the nearby Dominican city of Dajabon.
As Programme Officer in our Welthungerhilfe Haiti Country Office, you will provide direct support to the Country Director and the Programme Coordination Unit to further develop programmes and projects on the basis of the specified directives in terms of content, schedule and budget. In doing so, you will take into account the regional and sector portfolio and ensure communication of Welthungerhilfe’s work within the projects, with partners in Germany and abroad. In particular, you will focus on a BMZ-funded project portfolio and the Haiti Country Office’s Emergency Preparedness and Response Planning (EPReP).
Your responsibilities
- Support the BMZ-implementing partners’ contribution to the Haiti Country Office’s planned multiannual programme strategy
- Monitor the humanitarian situation in the Country and, together with the Haiti field offices, update the EPReP
- Support the MEAL Expert in efficiently manage project related knowledge, making sure that lessons learned, best practices and monitoring & evaluation findings are incorporated into existing programmes and projects
- Ensure the quality of projects and programmes and identify capacity building measures
- Support partners in writing proposals and reports for donor submission
- Coordinate the preparation of internal partners’ project documents and ensure the preparation of cost and financing plans complying with donors and Welthungerhilfe’s requirements
- Jointly with partners, set up surveillance systems to establish trends and needs analysis
- Monitor the evolution of possible crises through early warning indicators
- Support rapid needs assessments and verify findings
- Support the preparation of a preparedness and contingency plan
- Ensure BMZ reporting occurs correctly and in due time (status and financial reports) to Head Office and to donors
Your profile
- A university or college degree in humanitarian/development studies or a related field
- First job-related experience in international development and/or humanitarian aid
- BMZ donor experience would be an asset
- Excellent organizational, communication and writing skills
- Readiness to receive necessary vaccinations for working in Welthungerhilfe’s project countries
- Very good spoken and written English, French and German; Spanish language skills would be an asset
