This position is located within the Global Maritime Crime Programme (GMCP) in the Programme Office in Somalia (POSOM), Regional Office for Eastern Africa (ROEA) of the United Nations Office on Drugs and Crime (UNODC) in Mogadishu, Somalia. GMCP operates under the Border Management Branch (BMB), Division for Operations (DO) of UNODC. The incumbent will work under the overall guidance of the Senior Programme Officer heading GMCP and the direct supervision of the Programme Coordinator, GMCP, Indian Ocean West (IOW). The work will be carried out in close coordination with the Regional Section for Africa and the Middle East (RSAME), the Border Management Branch and relevant Regional Sections and substantive units at UNODC headquarters, as well as relevant field offices, including the Regional Office for Eastern Africa (ROEA).

Responsibilities
Within assigned authority, the Programme Officer (GMCP, IOW) will contribute to the implementation of activities being carried out in Somalia under IOW as set out in UNODC GMCP sub-programmes, which aim to increase regional capacities to plan, train for, and respond to maritime transnational organized crime and conduct maritime law enforcement. The incumbent will be responsible for the following specific duties:
• Contribute to the planning, organization, implementation and monitoring of the UNODC GMCP support activities to enhance maritime law enforcement capabilities for interdictions and investigations in Somalia and the wider Indian Ocean dealing with maritime crime matters; including assessments, course development, infrastructural and equipment support, workshops, training and mentoring, and logistical matters associated with project implementation. Provide direct support in implementing GMCP activities specific to maritime law enforcement and to enhance cross regional information sharing to tackle maritime crimes, including responding to specific monitoring and evaluation requirements by the donors.
• Contribute to conducting assessment and review of existing maritime law enforcement and information sharing capabilities to counter all forms of maritime crime, including maritime terrorism, to better inform the delivery of targeted interventions.
• Support the Programme Coordinator for the Indian Ocean West to establish inter agency coordination and information sharing mechanism through the GMCP activities focusing on, but not limited to, fisheries enforcement in support to Somali authorities with the close coordination with national, regional, and international stakeholders including UN mission and UN agencies.
• Supervise the daily work of administrative personnel based in the several field offices involved in implementing GLOX99/GLOW63 and report all updates including staff welfare and safety to the Programme Coordinator for the Indian Ocean West Team of UNODC GMCP; support the recruitment process of international and local staff as required.
• Prepare various written outputs, e.g. draft background papers, analysis and studies, donor reports, inputs to publications on maritime security and relevant field of criminal justice in sections of various UN reports and other reports.
• Engage with and build networks of national and regional counterparts as well as international partners working within the maritime domain in Somalia as the UN focal point for Criminal Justice work in collaboration of the Somali national authorities in accordance with the Somalia National Development Plan 2020-2024.
• Coordinate activities and monitor on an ongoing basis all project expenditures related to activities under GLOX99/GLOW63 and ensure robust financial mechanisms are developed to adhere to compliance with United Nations (UN) financial rules and regulations; provide input to project and/or budget revisions when required.
• Ensure the timely implementation and monitoring of project results and impact achieved stipulated in the donor agreements.
• Participate actively for UNODC in relevant local stakeholder meetings, United Nations Country Team (UNCT) and Senior Management coordination meeting of UN missions and administrative/ financial/operations networks if assigned to.
• Participate in field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, among other relevant documentations.
• Coordinate activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).
• Participate in needs assessment, programming, and other technical missions, where necessary, to evaluate and elaborate technical assistance proposals with cooperating governments, international funding institutions (IFIs), UN agencies, non-governmental and/or civil society organizations (NGOs/CSOs).
• Assist the Programme Coordinator for the Indian Ocean West, Global Maritime Crime Programme, in identifying and implementing maximum strategic visibility for project counterparts, donors/partners and UNODC.
• Collect and analyze data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.

Education
An advanced university degree (Master’s degree or equivalent) in political science, international relations, programme management, business administration or related fields is required. A first level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
A minimum of five years of progressively responsible professional experience in national/international project management or project administration in criminal justice, law enforcement, border management, international security or related area, including programme development and fundraising, is required.
Work experience in international cooperation and capacity building programmes in maritime law enforcement operations is required.
Work experience to support regional or cross regional information sharing for law enforcement agencies or maritime domain awareness is desirable.
Work experience within the United Nations system or similar international organizations is desirable.
Work experience in the fight against international crime is desirable.
Experience in data analytics or related area is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For this position, fluency in English is required. Knowledge of another United Nations official language is an advantage.

Special Notice
This is a project post. Filling of this position is subject to funding availability and the initial appointment will be for a period of one year. Extension of the appointment will be subject to extension of the mandate and/or the availability of the funds.
