Gavi, the Vaccine Alliance is a public-private partnership committed to saving children’s lives and protecting people’s health by increasing equitable use of vaccines in lower-income countries. The Measurement, Evaluation & Learning (MEL) Department at the Gavi Secretariat is responsible for leading the design and implementation of Gavi’s measurement, evaluation and learning activities, with the aim of ensuring that fit-for-purpose information is available and used to inform decision-making, improve accountability and successfully deliver on the Alliance’s strategy.

THE ROLE

Please note this is a temporary role, until 31st December 2025.

This is a technical position within Measurement and Strategic Information (MSI), a sub-team of the MEL Department. The MSI team has two objectives:

• Ensure strong measurement, monitoring and reporting of Alliance performance at country and corporate level;
• Provide strategic analyses to inform Gavi strategies, policies and programmes in order to strengthen delivery of results.
Reporting to the Senior Specialist, Measurement and Strategic Information, the Programme Officer will serve as the MEL team’s focal point for Gavi’s country monitoring and learning approach.
Key functions and deliverables:
• Support countries through the deployment of a robust but efficient Gavi monitoring and learning approach;
• Provide general Monitoring and Learning support to other teams as needed.

Support countries through the deployment of a robust but efficient Gavi monitoring and learning approach:
• Under the supervision of Senior Specialist, MSI, serve as the MEL team focal point for Gavi’s country M&L approach, which includes a theory of change, a small number of grant-linked KPIs with targets, and a learning agenda;
• Maintain the country M&L approach, including sensitisation of colleagues and other stakeholders, and ensuring that data and learning activities reported by countries through the country M&L template are centrally stored and accessible for review and analysis. This may include the synthesis of data and evidence, as well as the management of consultants contracted by Gavi to provide data extraction and management services;
• Support future refinement of Gavi’s country M&L approach based on feedback from implementing countries, partners, and Secretariat teams;
• Update application kit guidance and templates as needed to incorporate refinements to the country M&L approach, including changes required to accommodate new Gavi programmes or forms of country support;
• Support programming decisions on how to use Gavi levers to support countries in implementing the M&L approach, as well as supporting the management of Gavi M&L Strategic Focus Area investments.

Facilitate linkages and alignment between country M&L and Gavi corporate M&L processes:
• Ensure that the design of Gavi’s new grant management system, EVOLVE, efficiently supports country M&L needs along with Gavi’s broader grant monitoring needs;
• Ensure alignment between the country M&L approach and the Gavi Country Programmes Delivery Monitoring and Performance Management (MPM) framework;
• Contribute to the development of new monitoring frameworks for Gavi’s next strategic period, in particular to ensure coherent linkages between country M&L frameworks and activities and those carried out at corporate level.

Support other Gavi teams to ensure robust M&L, which may include the following responsibilities shared across MEL staff:
• Support other teams to develop the MEL package (theories of change, logframes and learning agendas) for new strategies, policies or programmes going to the Gavi Board for approval;
• Support other teams to develop or refine their monitoring and learning frameworks;
• Support other teams with new learning activities, including development of requests for proposals, selection of providers, review of deliverables, and interpretation of emerging evidence;
• Commission and manage contracts for external providers providing monitoring and learning services.
• Conduct rapid learning or evidence synthesis activities to respond to emerging questions;
• Contribute to the maintenance of Gavi’s Learning Priority questions to ensure they reflect current needs for new evidence, including regular updating of the Gavi Learning Portal;
• Contribute to development of Gavi governance and strategic positioning papers, senior management briefing notes, and team presentations.

Note: The essential functions listed in this section are not exhaustive of the job responsibilities; other duties may be assigned consistently with the department needs.

• Minimum of 5 years of professional experience, with significant experience with the design, implementation and use of monitoring and learning frameworks, is required;
• Experience with monitoring and learning for country health programs, in particular immunisation programs, is desirable;
• Experience with country health information systems and investments to strengthen monitoring, learning and data use at country level is an asset.

• Expertise in M&L methods for programme planning and monitoring at country level, including developing theories of change, developing monitoring frameworks and learning agendas, establishing targets and facilitating reviews of programme performance;
• Demonstrated ability to develop new indicators and targets to monitor performance, including understanding the details of how they are computed and underlying data sources, making sound choices that consider tradeoffs between comprehensive measurement vs feasibility of measurement, interpreting results to support decision making, and influencing stakeholders to agree on sensible metrics;
• Capacity to synthesise, interpret and facilitate the use of evidence by decision makers;
• Capacity to lead the coordination of diverse stakeholders to successfully deliver projects;
• Capacity to manage a variety of activities simultaneously, work within teams and take initiative;
• Demonstrated ability to work effectively with a range of partners;
• Ability to work in a multi-cultural environment;
• Ability to meet deadlines;
• Excellent verbal and written communication skills.

• Fluent English is required;
• French is an asset.

• Advanced university degree in public health, international development, business administration, or other relevant discipline.
