The post is located in the Implementation Support Section (ISS) I, Terrorism Prevention Branch (TPB), Division for Treaty Affairs (DTA), United Nations Office on Drugs and Crime (UNODC) Vienna Austria. The incumbent will work under the direct supervision of the Programme Officer (Terrorism Prevention) focal point for the Chemical, Biological, Radiological and Nuclear (CBRN) Terrorism Prevention Programme and the overall guidance of the Chief of Section (ISS I).

Responsibilities

Within limits of assigned authority, the incumbent is responsible for undertaking the following specific tasks:

• Contribute to providing substantive expertise on a broad spectrum of complex substantive issues in the field of terrorism and crime prevention, law and criminal justice, especially with respect to Chemical, Biological Radiological and Nuclear terrorism.
• Participate in and provide, as requested, CBRN-related technical assistance to Member States and undertake related technical assistance missions; undertake consultations and liaison with officials of governments, including recipient countries, international organizations and funding institutions; participate in international, regional or national meetings and provide substantive expertise on specific issues, with a focus in English and French-speaking countries.
• Contribute to the Branch’s activities and other initiatives in the area of nuclear, biological or chemical terrorism; participate in conferences and events related to the development of legal provisions against nuclear, biological and chemical terrorism, as requested.
• Contribute to coordinating and providing guidance to field experts on programming and delivery, including contributing to coherent and complementary programming between HQ and the field in the area of CBRN terrorism prevention.
• Contribute to developing and implementing relevant CBRN-related technical assistance projects with UN entities and other international organizations.
• Contribute to the preparation of funding proposals, reports, technical briefings, background papers, briefing notes, speeches related to the prevention of CBRN terrorism.
• Contribute to the overall substantive implementation of the work programme of the Branch.
• Collect and analyze data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.
• Carry out other work-related tasks as assigned.

Competencies

• Professionalism: Demonstrates professional competence and expertise in the criminal justice aspects of CBRN-related terrorism prevention and closely related crime prevention and criminal justice issues, especially with respect to the legislative, judiciary, rule of law, international cooperation aspects. Has strong skills in developing and implementing legal technical services concerning CBRN-related terrorism prevention at the national, regional and international levels, including specialized training for senior government officials. Preferably, has an academic and legal research background. Has knowledge of the mandate of the United Nations Office on Drugs and Crime in terrorism prevention. Has sound analytical skills and ability to identify problems and contribute to problem-solving. Is committed to the achieving highest quality outputs, timelines, conscientiousness, attention to detail and ability to bring matters to closure. Has ability to analyze and interpret data in support of decision-making and convey resulting information to management. Education

An advanced university degree (Master’s degree or equivalent) in law is required. Specialization in legal and related aspects of CBRN terrorism prevention is required.

A first-level university degree in law in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of five years of progressively responsible and directly relevant professional experience in the criminal justice aspects of terrorism prevention in the area of CBRN terrorism is required.

At least three years of experience in an international organization dealing with chemical, biological, radiological and/or nuclear terrorism is required.

Work experience in programme management is desirable

Experience in data analytics or related area is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this position, fluency in English and French is required. Knowledge of another United Nations official language is desirable.

Assessment

Evaluation of qualified candidates may include an assessment exercise and a competency-based interview.

This position is funded from project funds. Filling of this position is subject to funding availability and the initial appointment will be for a period of one year. Extension of the appointment is subject to extension of the mandate and/or the availability of the funds.
