ORGANIZATIONAL CONTEXT:
Mozambique is classified as one of the countries in the world most affected by extreme weather events. Since 2007, eleven Tropical Cyclones have hit Mozambique, and the global climate crisis is driving more frequent and intense floods, storms, and droughts. In Mozambique, the 2023/24 rainy season commenced under the influence of El Niño which predominantly manifested in persistent dryness, with many areas receiving less than half of their typical rainfall’s quantity. 2.7 million people were already food insecure in areas that have been impacted by severe drought conditions during the 2023/24 rainy and agricultural season. These people will likely see their food insecurity situation deteriorate and fall into severe and emergency food insecurity.
JOB PURPOSE:
To provide support to policy and programme activities that effectively meet food assistance needs.
KEY ACCOUNTABILITIES (not all-inclusive, nor exhaustive):
1. Contribute to the planning and coordination of CBT multi-sectoral assessments to guide transfer modality and mechanism selection.
2. Coordinate the implementation of CBT programmes through different delivery mechanisms. This includes coordination with field offices reporting to the Pemba Area Office (AO).
3. Coordinate with other cash actors on the ground to ensure sharing of information and challenges in order to foster coordinated cash programming.
4. Support the cash advocacy efforts with partners and government counterparts at local level.
5. Support the development and update of SOPs to ensure alignment of CBT operations to corporate standards.
6. Contribute to gender transformation, youth engagement, and the inclusion of disadvantaged groups in all programme efforts.
7. Research and analyze a range of policy and operational issues to inform the development of policies, programmes, and activities.
8. Contribute to the preparation of accurate and timely reporting on programmes and activities that enable informed decision making and consistency of information presented to stakeholders.
9. Liaise with internal and external counterparts to ensure effective collaboration, monitor ongoing projects, and highlight potential risks to project delivery.
10. Support the identification, development, and management of potential partnerships to collaborative working leading to improved food assistance packages.
11. Support the capacity building of WFP staff, partners, and national government to prepare for and respond to food assistance needs, e.g. through providing input into training materials.
12. Guide and supervise junior staff, acting as a point of referral and supporting them with analysis and queries regarding CBT.
13. Perform other duties as required.
QUALIFICATIONS AND EXPERIENCE:
Education: Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences, or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.
Experience: At least one (1) year of postgraduate professional experience.
Language: Fluency (level C) in English and Portuguese language and in the duty station’s language, if different

Type of contract: Fixed – Term, NOA
Duty Station: Pemba, Cabo Delgado
Duration: 12 months (renewable)
