The purpose of this position is to coordinate, develop, and fine-tune the climate risk insurance and climate and disaster risk financing interventions for implementation under Resilience Innovation Programme.

KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):

Within the framework of WFP’s Resilience Innovation and under the overall guidance of the Head of Programme, and direct supervision of the Head of Resilience Innovation, the incumbent will provide technical advice and support in designing and implementing of the climate risk insurance and disaster risk financing strategies under Strategic Outcome 3 (SO-3) of the Bangladesh Country Strategic Plan 2021-2026. More specifically, the incumbent will:

  • Provide technical support and guidance to conduct country context analysis, need assessment, market assessment, weather, and hydrological data analysis. Organize national-level consultation and dialogue with relevant government ministries and departments on climate risk insurance to get the due support for CRI designing and implementation.
  • Identify potential stakeholders and establish collaboration with government institutions such as the Financial Institution Division, Ministry of Finance, Ministry of Agriculture, Ministry of Disaster Management and Relief, Insurance Development and Regulatory Authority, insurer, reinsurer, and civil society organizations to design and implement a climate risk insurance Programme
  • Identify potential data services providers such as Flood Forecast and Warning Center (FFWC), Bangladesh Metrological Department (BMD), and Actuary for designing products, tools, and methods for climate risk insurance interventions.
  • Support developing training materials, guidelines, Standard Operating Procedures, and other technical documents.
  • Organize support for enhancing national capacities for index insurance design; help with testing and the scaling up of alternative insurance distribution channels; support insurance companies to put in place a standardized and comprehensive process to deal with basis risk.
  • Support to the capacity enhancement of the Resilience Innovation team, WFP Sub-office, and Cooperating Partner’s staff on climate risk insurance
  • Support to develop sustainable CDRFS and contribute to preparing project concepts and proposals for CRI resource mobilization; prepare operational budget, donor reports, quarterly reports, case studies, blogs, publications
  • Maintain professional relationships with the cooperating partners, technical partners, Accademia, and RBB and HQ respective Teams.

Requirements:

Education: Completion of Advanced University degree (Masters) in Public Finance, Environmental Science, Social Science, or any relevant discipline.

Experience: Total 7 years of experience including 4 years of mandatory professional experience in activities and/or projects that involved macro, meso and/or micro-insurance intervention as risk transfer, resilience building and/or livelihood promotional interventions.

Language: Fluency (level C) in English language & native speaker of Bangla.
