ORGANIZATIONAL CONTEXT:
WFP Mozambique Climate Change Adaptive Food Systems Unit has developed a strategy that aims to provide a comprehensive package to vulnerable and smallholder farmers to improve their coping capacities to climate change and gain a more meaningful role in the economic development of the country.
JOB PURPOSE:
The purpose of this assignment is to assist Area Office in Pemba and Activity 3 in in the proper actualization of the SO3 strategy on the ground; to support the implementation of ongoing actions; to assist in strengthening partnerships with the Government, UN, and other stakeholders at grassroots level; to assist in the design of high-quality programme/project proposals.
KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):
Under the Supervision of the Senior Programme Officer (s) in Pemba and technical guidance from the Head of the Climate Change Adaptive Food Systems Unit, the Programme Policy Officer will ensure that the necessary support is provided for effective and efficient implementation of the ongoing and potential projects and programs through the following tasks/duties:
1. Contribute and provide coordination support at grassroot level to Area Office (AO) in Pemba, Quelimane, and Country Office (CO) in developing the climate change adaptation projects, plans, and processes, while ensuring the alignment with WFPs and Government’s policies, strategies and guidance. This will include the coordination and consultation with local government, communities, and other development partners operating on the ground.
2. Provide project management support to existing and potential specific and defined climate adaptation, integrated resilience building, and Humanitarian-Development and Peace nexus programmes and projects of small to moderate size. This should also include the integration and coordination with WFP’s internal activities (nutrition, school feeding, food assistance) and with the programmes of other partners to maximize the impact. Liaise with internal counterparts to ensure effective collaboration, monitor ongoing projects.
3. Provide support to enhancing WFP’s leadership status on the ground at various meetings related to integrated and long-term climate adaptive resilience building, Humanitarian-Development-Peace nexus through preparing briefings, providing data/information products and other materials to the Head of Area Office as well as direct participation.
4. Contribute to the preparation of accurate and timely reporting on climate adaptation programmes and projects being implemented on the ground to fulfil internal and external donor reporting requirements, as well as to enable the informed decision making and consistency of information presented to stakeholders.
5. Support the identification, development, and management of partnerships with Government counterparts at provincial, district level, including UN Agencies and other stakeholders.
6. Support the capacity building of WFP staff in AO, partners, and government on the ground on climate change adaptation and resilience needs through targeted learning initiatives and technical assistance with particular attention given to the setup of the technical expertise required for participatory planning, climate services, ecosystem services and nature-based solutions, value chain development and access to markets.
7. Support resource mobilization efforts for climate change adaptation actions.
8. Contribute to research and analyses of the operational issues, good practices, needs, and priorities of the communities and local government to propose corrective measures and sustainable, innovative approaches in the successful implementation of the climate change adaptation actions.
9. Perform other duties as required.
OTHER SPECIFIC JOB REQUIREMENTS:
1. Manage and monitor contractual arrangements with implementation partners (e.g. Field Level Agreement) for climate adaptation projects, ensuring compliance with project timelines, deliverables, and quality standards.
2. Support policy building by providing evidence-based recommendations to promote ecosystem-based adaptation combined with integrated water resources management for incorporation into National Climate Change Adaptation policies and local adaptation plans.
3. Advocate for vulnerable groups and climate action, documenting successful practices and providing key information to the Communication and Partnerships team to contribute to showcasing WFP and partner work
QUALIFICATIONS AND EXPERIENCE:
Education: Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences, or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.
Experience: At least one (1) year of postgraduate professional experience.
Language: Proficiency in both oral and written communication in English and Portuguese. Fluency in the local languages is an added advantage.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE:
• Has gained experience in implementing technical programs (i.e. climate change, etc.).
• Has implemented programmes and provided input into designing operations.
• Has provided input into policy discussions and decisions.
• Has experience in liaising with government partners.
• Has experience with different climate adaptation approaches such as climate services, community/ecosystem-based adaptation, climate smart agriculture, risk finance (including micro-insurance), and rural financial services (such as financial inclusion through village savings and credit).
