BACKGROUND AND PURPOSE OF THE ASSIGNMENT

Under its new Country Strategic Plan (CSP) 2022-2026, WFP is supporting the Government of Mozambique to manage and implement the national school feeding programme effectively and supporting an integrated package of gender-transformative and nutrition-sensitive interventions that contribute to the building of human capital and resilience to shocks while stimulating local economies through employment creation and links to local agriculture and local procurement. In Cabo Delgado, WFP provides assistance through School Feeding in Emergency/Recovery to address the immediate needs of primary students in conflict-affected communities. In parallel, WFP works with the Government on Home-Grown School Feeding (HGSF) that procures fresh vegetables locally, incentivizing local production, creating income opportunities, and contributing to the resilience of vulnerable populations. Within its strategy to link emergency assistance to early recovery and livelihood support, WFP is looking for an International Consultant to coordinate School Feeding in Emergency/Recovery programme in the targeted areas across the country and the expansion of the home-grown model in Cabo Delgado.

KEY ACCOUNTABILITIES (not all-inclusive)

– Lead the planning, implementation, and monitoring of school feeding programmes in Cabo Delgado Province in coordination with government counterparts and partners in coordination with the Activity Manager at CO level.
– Manage the expansion of HGSF initiatives in Cabo Delgado, by providing technical support to field teams, strengthening coordination with Act 3 to foster linkages with smallholder farmers and liaising with UN agencies to create synergies at field level to deliver a more integrated package to schools.
– Provide supervision to the Area Office team dedicated to school feeding and ensure a strong coordination with all other internal unit in the Area Office and CO, with a focus in particular on supporting services such as supply chain, partnership and finance.
– Develop and review programme strategies, policies, and guidelines related to school feeding in emergencies for WFP and the government as part of the National Strategy for Education in Emergency (2021-2029).
– Develop and implement capacity building initiatives for government officials, partners, and WFP staff.

– Monitor and evaluate the programmes’ progress, identify challenges, and propose appropriate solutions to improve its efficiency and impact.
– Document and report on school feeding activities, including preparing periodic reports and case studies, through close engagement with the reporting focal point providing technical inputs and comments.
– Engage with relevant stakeholders including UN agencies and government counterparts to establish effective coordination mechanisms, identify possible partnerships and project opportunities.
– Contribute to the preparation and dissemination of timely reports, publications, and a variety of information products or proposals for internal or external use.
– Contribute to the advocacy and resource mobilization efforts to secure funding and support for the expansion of HGSF in Cabo Delgado by contributing to the development of proposal and donors’ engagement.
– Any other duties that may be required.

STANDARD MINIMUM QUALIFICATIONS

Education:
• Advanced University degree in social sciences, economics, political sciences, environmental sciences and/or international development or a related field;

Experience:
• A minimum of 5 years of progressively responsible professional experience in programme management, particularly in school feeding or emergency response.
• Proven experience in working with UN agencies, government, donors and/or NGOs partners;
• Prior experience in programme government capacity strengthening.
• Experience in conducting assessments and analyzing data to inform programme design and decision-making

TECHNICAL SKILLS & KNOWLEDGE

• Strong technical expertise in designing and implementing school feeding programmes.
• Knowledge of food security, nutrition, and child protection issues in emergency settings.

• Sound knowledge of project cycle, programme and resource management, humanitarian principles and tools, programmes and transfer modalities.
• Ability to explain projects and operations to counterparts and to communicate with Government and partners clearly and effectively, both orally and in writing;
• Ability to translate understanding of programme principles into relevant, effective, and context specific approaches;
• General knowledge of UN system policies, rules, regulations and procedures
