Your team

Within the Network Management Directorate, the “integrated Communication, Navigation and Communication (CNS)” Unit covers all Agency research and development activities related to Navigation. This encompasses the Agency’s support to Communication, Navigation and Surveillance for Deployment and Research projects.

The EUROCONTROL Network Manager has been invited by the European Commission to become the Communication, Navigation and Surveillance (CNS) Programme Manager – a new and important function under the Single Sky legislation. Its primary objective is to ensure the successful modernisation of the CNS systems across Europe, leading to accelerated and synchronised deployment of ground facilities and airborne equipment.

The CNS Programme Manager role is executed by a dedicated team assigned to the CNS Unit in the Infrastructure Division of NM and consists of experienced professionals who will work in close collaboration with stakeholders across Europe. You will play a pivotal role in supporting this team.

Your role

Your role will be to:

  • Assist in organising, coordinating, and monitoring activities, including establishing efficient workflows, managing documents, following up on outstanding action, etc.
  • Organise stakeholder engagement events and activities such as consultation group meetings with internal and external stakeholders (Member States, EASA, ICAO, etc.).
    • Research, gather or coordinate with contributors to prepare relevant documents (e.g. briefings, working papers, presentations).
    • Participate to meetings to minute, track and report on progress on actions.
  • Contribute to activities related to budget, finance and procurement, including following up on budgets, preparing purchase requisitions, purchase orders and supporting calls for tenders.
  • Provide support in coordinating and managing projects/programmes, including gathering project/programme information, maintaining timelines/calendars, improving reporting to track activities, programme status, etc.
  • Assist in the production of technical reports, international publications, educational materials, etc. using various media formats for stakeholders.
  • Provide administrative support, including managing agendas, organising events, making travel arrangements, etc.
  • Carry out any other tasks in line with the main purpose of the job.

Required qualifications, experience & competencies

  • Candidates must meet at least one of the following educational requirements:
    • Post-secondary diploma in a relevant domain and appropriate professional experience of at least 5 years.
    • University degree of at least 3 years in a relevant domain and appropriate professional experience of 3 years.
    • Relevant domains are considered, for example: Business Administration, Organisational Sciences, Communication, International Relations.
  • A specialisation or training in programme management would be an asset.
  • Experience in project or programme management support (e.g. coordinating, planning, tracking and monitoring activities).
  • Experience in coordinating activities with stakeholders.
  • Experience in planning and organising events, conferences or large-scale gatherings.
  • Ability or experience in data management (organising, storing, analysing and maintaining data).
  • Experience in budget and contract management would be an asset.
  • Aviation and Air Traffic Management (ATM) sector knowledge or experience would be considered an advantage.
  • Drafting skills in English.

  • The working languages of the Agency are English and French. For this particular job, candidates must be proficient users of English at level C1/C2. The selected candidate will be required to become at least a basic user of French at level A1 before the end of the probation period.
    The levels relate to the European-framework-reference Common European Framework of References for languages (CEFR).

Useful information

  • The selected candidate will be offered a contract of 5 Year(s) and it may be renewed up to a maximum of 9 years or converted into an undetermined contract pursuant to the provisions of the Conditions of Employment of Contract Staff at EUROCONTROL. Before being established in the post, he/she will be requested to provide certified copies of his/her degrees and successfully serve a probationary period of 9 months.
  • The successful candidate shall be engaged in principle at the basic grade of the advertised grades.
  • Candidates declared suitable who are not selected for the post will be placed on a reserve list for similar roles. The reserve list will be valid for one year from the closing date of applications.
