Context

The Regional Thematic Unit for Climate Action and Mobility (CAD RTU) provides thematic oversight and support on regional efforts to address the immediate and long-term impacts of climate change on human mobility while advocating sustainable and inclusive solutions on a regional scale in collaboration with CAD Headquarters (HQ). Special focus is placed on leveraging International Organization for Migration’s (IOM) expertise and role in the new Fund for Responding to Loss and Damage and access to climate financing and technical support to Member States on National Adaptation Plans (NAP) and National Determination Commitments (NDC) especially for Small Islands Developing States and Least Developed Countries that experience interconnected social, environmental and economic challenges. The CAD RTU also identifies regional opportunities and risks, foster knowledge sharing, encourage policy and research development, and support cross-thematic collaboration internally. Externally, the CAD RTU offers advocacy, policy, and technical programme recommendations to regional entities, Member States, and relevant migration fora, spearheaded by IOM’s Regional Office (RO) and Country Office (CO) leadership. For both IOM teams and partners in the Region, the CAD RTU is the go-to source for climate action and mobility expertise and guidance.

The CAD RTU at RO Middle East and North Africa (MENA) also coordinates Climate Action and Mobility (CAD) related activities for North Africa under the Africa Continental Programme on “Climate Change and Migration Data Programme” with funding from Denmark. The CAD RTU strategically leverages the programme activities to promote the integration of human mobility into national, local and thematic climate change policies, to strengthen the evidence base on climate mobility to inform policies and programmatic interventions, to enhance capacity of government counterparts, stakeholders and youth on climate mobility, and to implement practical solutions to build resilience and adaptive capacity among the affected communities.

Under the overall supervision of the Deputy Regional Director – Operations for Regional Office (RO) MENA, and the direct supervision of the Regional Thematic Specialist for Climate Mobility and Action (CAD RTS) for RO MENA, and in close coordination with the Programme Manager of the “Climate Change and Migration Data Programme” and the Programme Management Team, as well as other relevant RO Units, the Programme Support Officer (Climate Action and Mobility) will support the coordination of CAD related activities for North Africa under the Programme while providing strategic thematic support to the Country Offices (COs) on the integration of human mobility into climate change policies, evidence-building, capacity building, and implementing solutions for the affected communities in alignment with CAD RTU priorities.

1. Assist with the coordination of the effective and timely planning and implementation of CAD activities for North Africa under the Programme, including through setting up and maintaining coordination channels with the target COs and the Programme Manager and Programme Management Team.
2. Monitor the budget expenditures of CAD activities for North Africa under the Programme in line with internal and donor requirements in close coordination with finance department of RO and the Programme Management Team.
3. Provide specific technical support the CAD RTS to provide strategic guidance and assistance to the target COs on the integration of human mobility into national, local and thematic climate change policies in close coordination with the CAD RTS and in alignment with the strategic direction from CAD HQ.
4. Provide specific technical support to the target COs to strengthen the evidence base on climate mobility through coordinating with them on the planning and implementing research activities in close coordination with the Regional Data Hub team.
5. Assist with the planning and implementation of capacity building activities on climate mobility for government counterparts and stakeholders in the target COs in close coordination with the CAD RTS.
6. Assist with the provision of thematic support to the target COs in designing and implementing practical solutions to build resilience and adaptive capacity among the affected communities. Support the promotion of cross-thematic solutions where relevant in coordination with the relevant RTUs at RO MENA.
7. Act as the youth Focal Point of the CAD RTU and design and convene regional youth events and capacity building activities in coordination with the youth Focal Point at CAD HQ.
8. Assist with the development of awareness raising and communication materials on climate mobility under the Programme and in coordination with the Regional Media and Communications Unit.
9. Conduct regular visits to assist with the country-level implementation of the CAD activities for North Africa under the Programme.
10. Provide technical support for the CAD RTU’s engagement in the relevant global and regional fora, including the United Nations Framework Convention on Climate Change (UNFCCC)  processes.
11. Provide technical support to the resources mobilization for COs in the Region to strengthen and expand the CAD programming through supporting the development of national, regional and multi-country projects, building on the initiatives and good practices of the Programme and in close coordination with the CAD RTS.
12. Perform such other duties as may be assigned.

Education

• Master’s degree in Political or Social Sciences, Business Administration, Environmental and Climate studies, Migration Studies, International Relations, Law, or related field from an accredited academic institution; or,
• University degree in the above fields with two years of relevant professional experience.

Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience

• Professional experience in the field of development and migration issues, preferably including operational and field experience, project implementation and reporting;
• Experience working on migration issues with government entities, United Nations (UN) agencies, or other developmental partners and civil society actors;
• Previous experience in communication, awareness raising and public relations work is a distinctive advantage;
• Practical experience in office administration, logistics and/or finance related work within IOM, including robust knowledge of IOM’s relevant internal rules is a distinct advantage; and,
• Demonstrated work experience in the field of climate change and migration at the country or regional level is a distinct advantage.

Skills

• High familiarity with migration in relation to environment, climate change and natural hazards;

Languages

For this position, fluency in English is required (oral and written).

Working knowledge of Arabic is highly desirable and/or another official UN language (Chinese, French, Russian, and Spanish) is an advantage.
