The Slovak Republic – UNDP partnership dates back to 2003, when official cooperation was established with the Ministry of Foreign and European Affairs of the Slovak Republic (MFEA SR). In 2009, the Ministry of Finance of the Slovak Republic (MFSR) joined the partnership with its specific program aimed at supporting partners in efforts to reform public finance management systems.

Currently the central element of the partnership with the Slovak Republic is based on two pillars; (i) a partnership with the MFEA SR framed by the project UNDP-Slovakia Partnership: Effective Development Cooperation Solutions for the SDGs (August 2018 – December 2024), and (ii) partnership with MFSR framed by the project Public and Private Finance for Development (2024 – 2029). There are a number of synergies between the projects and therefore there is a strong case to unify project management to ensure coherence and efficiencies. The partnership mainly focuses on:

  • Strengthening the partners’ public finance mechanisms by technical assistance and building experts capacities;
  • Supporting private sector engagement in development cooperation, specifically building the ecosystem for the mobilization of external financing, with a specific focus on private financial resources, knowledge, expertise and technologies that have the potential to support the achievement of the SDG, including the support channeled through specific tools, like Challenge Funds,
  • Building the capacities of Slovak development and ODA specialists, also connecting with the practitioners in the region

All interventions are primary focused on the Western Balkans, Moldova and Uzbekistan, but not strictly limited to this geographic area.

Duties and Responsibilities

Contribute to the formulation and implementation of programme strategies and policies:

  • Provide technical inputs to the programme and project documents, contribute to development of project proposals and concept notes for new programmatic ideas;
  • Review the documents related to the implementation of programme and specific projects, including project documents, budgets and reports prepared by UNDP COs or other implementers of project activities and overall project annual reports, etc.;
  • Ensure implementation of relevant programme procedures to ensure their effectiveness;
  • Maintain effective relationships with UNDP COs, donors and international partners primarily on monitoring and reporting aspects.

Provide effective financial support and participate in programme management support focusing on quality assurance and risk management from formulation to implementation of the specific projects in assigned programme areas:

  • Oversee planning, monitoring and reporting of program and project reports related to budget and resource management in accordance with UNDP rules and regulations, maintain a system of internal expenditure control and ensure quality control of financial resource management.
  • Support tracking of programme delivery and implementation of acceleration or corrective measures.
  • Assist in preparation of the workplans, prepare budget revisions and ensure compliance with donor requirements in terms of budgeting and financial reporting.
  • Ensure the effective use of data in programme implementation, across the data lifecycle; and support effective monitoring, evaluation and learning on programme impact.
  • Ensure the project management requirements: Support the Programme Specialist with quality and timely project management requirements, including proper system entries, UNDP transparency dashboard, risks monitoring inputs, quality assurance inputs, and others as relevant.
  • Ensure effective application of results-based management tools and track achievement of strategic results;
  • Support preparation for evaluations, audits, reviews and the implementation of management responses;
  • Maintain the contracting and experts databases administration;
  • Ensure effective execution of procurement processes;
  • Prepare inputs for reporting, including donor and corporate reports;
  • Support the rollout of new initiatives and programmes including required revisions;
  • Support implementation of Challenge Fund initiative or similar modalities by preparing calls for proposals, organizing the evaluation processes, reviewing progress reports, budget reports, drafting the information on programmes or projects based on needs and provide inputs to the Communication Consultant for visibility purposes.

Support and advise programme partnerships and resource mobilization:

  • Contribute to development of portfolios through the design of Programme/Project documents, concept notes, proposals and cross-sectoral coordination in assigned areas to bring resources for projects.
  • Support development of partnerships with international financial institutions (IFIs), government institutions, donors, private sector, and civil society in assigned programme/ thematic areas.
  • Analyze and research information, prepare inputs to briefs on possible areas of cooperation, help to identify opportunities for initiation of new projects.

Facilitate knowledge building and implement the capacity building programmes:

  • Identify and compile the best practices and lessons learned linked to programme/projects implemented
  • Under the supervision of the Programme Specialist implement the Capacity Building components of the projects;
  • Support organization of the Partnership team events and trainings including outcome documents, post event reports, list of participants and agenda.
  • Support in provision of guidance to implementing partners on project management and implementation, administrative procedures, monitoring and reporting in compliance with POPP.
  • Participate in events and provide contributions to knowledge networks and communities of practice

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Institutional Arrangement

  • The incumbent will work in a hybrid format from office and work, with a minimum office presence of 2 days per week on average;
  • The incumbent will report to, and be directly supervised by the Programme Specialist responsible for UNDP-Slovak Partnerships;
  • The incumbent will be given access to relevant information necessary for the execution of the tasks under this assignment;
  • The incumbent will be provided a workstation (i.e. laptop, internet, phone, scanner/printer, etc.).

Required Skills and Experience
Education:
  • Master’s degree in business administration, public administration, economics, political sciences, social sciences, or another related field is required.
  • Bachelor’s degree in relevant fields in combination with an additional two years of qualifying experience will be given due consideration in lieu of the Master’s degree.
Experience:
  • Minimum 2 years (with Master’s degree) or 4 years (with Bachelor’s degree) of progressively responsible administrative or finance experience is required.

Required skills 

  • Experience in the use of computers and office software packages (MS Word, Excel, etc.) and advance knowledge of spreadsheet and database packages, experience in handling of web-based management systems such as ERP financials and database packages.

Desired skills 

  • Prior experience with project monitoring and reporting including financial reporting on national and international level will be considered as advantage
  • Experience with organization and coordination of the events (in-person or online)
  • Prior experience in UNDP or international development organizations
  • Good knowledge of an ERP System (such as Quantum) and UNDP Finance and Accounting structure will be considered an advantage.

Required Languages

  • Fluency in English and Slovak language is required.
