Background
Since the full-scale military aggression by Russian forces in February 2022 (hereafter, the “war”), Ukraine has faced unprecedented threats to human security. Thousands of women, men, and children have lost their lives, critical infrastructure has been destroyed, and millions have been displaced. With no prospects for a ceasefire or peace in the near future, the war’s negative impacts are extending to global peace and security.
To maximize positive outcomes for transformational and inclusive recovery under UNDP Ukraine’s recovery framework and Country Programme Document (CPD) 2025-29, the UNDP Country Office (CO) in Ukraine has been implementing multi-sectoral projects funded by Japan, focusing on six priority thematic areas to enhance human security among the people of Ukraine, namely: 1) infrastructure restoration; 2) mine action & victim assistance; 3) debris removal and recycling; 4) Economic revitalization; 5) government Recovery Coordination and 6) access to justice and human rights, among other social and economic supports for recovery.
To sustain and strengthen partnerships for these projects, effective communication and public relations on activity progress and results are critical for donor partners, project counterparts, and the general public in Ukraine and Japan. UNDP is also integrating communication efforts into project activities to advocate for its development agenda.
In this regard, UNDP Ukraine invites applications from highly qualified and experienced Ukrainian professionals for the post of Project Analyst.
The incumbent will also play a key role in ensuring gender mainstreaming across their duties and responsibilities listed below, including promoting women, peace, and security (WPS), gender equality, and women’s empowerment in line with UNDP’s commitments and international standards.
Duties and Responsibilities
Project Management Support
- Coordinate preparation, implementation and regular revision of annual work plans, monitoring and reporting plans and other documents;
- Under the overall oversight of the Project Manager, assist with coordination of work of the team members, including the preparation of the terms of reference, facilitation of recruitment, distribution of work, monitoring of the performance and deliverables;
- Support in performing of the project budget management, including planning, monitoring and controling project resources; ensure that disbursements are achieved as per the work plans;
- Ensure appropriate recording and accounting documentation as required by UNDP and support in the preparation required financial reports;
- Ensure project compliance with UNDP Project Operational Policies and Procedures and UNDP Standard Operating Procedures.
Monitoring, evaluation, and reporting
- Facilitate collection, analysis and interpretation of sector-specific data on the delivered technical assistance;
- Contribute to preparation of result-based reports;
- Facilitate project audit activities;
- Consolidate lessons learned and recommendations from the completed evaluations to ensure continuous learning and implementation of best practices by UNDP in the design of interventions.
Knowledge sharing, communication and capacity building
- Maintain close liaison with national partners, ensuring effective participation and promoting ownership of the local authorities in project implementation;
- Maintain regular communication and co-ordinate the activities with the project partners and other stakeholders;
- Provide technical advisory support to the Project Manager and UNDP in engagement with Government of Ukraine, line Ministries and other relevant governmental institutions to support the capacity development and implementation of initiatives in the area of energy efficiency;
- Facilitate the establishment of the professional platform for networking and partnership building with the regional authorities, civil society organizations (CSOs), private sector and international development organizations or projects in the field;
- Facilitate dissemination of project deliverables to the stakeholders for improving performance and contributing to wider learning;
- Capture lessons learned during project implementation;
- Contribute to the strategic planning for energy efficiency sector in energy and environment portfolio and support integration of relevant initiatives.
The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.
Institutional Arrangement
Under the direct supervision of the Project Manager, the Project Analyst provides ongoing project and administrative assistance support to the project, performing a variety of standard administrative processes ensuring high quality and accuracy of work.

Required Skills and Experience
Education:
- Master’s degree in Business Administration, Management, Economics, Finance, Social Sciences or other related fields is required, OR;
- Bachelor`s degree in the areas mentioned above in combination with additional 2 years of relevant experience will be given due consideration in lieu of Master’s degree.
Experience:
- Applicants with a Master’s degree in a relevant field of study are not required to have professional work experience.
- Applicants with a Bachelor’s degree are required to have a minimum of two (2) years of relevant professional experience in project management, monitoring, evaluation and reporting.
Required Skills:
- Excellent analytical and writing skills;
- Excellent planning, organizational and coordination skills;
- Experience in the usage of computers and office software packages (MS Word, Excel) and advance knowledge of spreadsheet and database packages, experience in handling web-based management systems.
Desired Skills:
- Experience with UN/UNDP procedures, would be an asset.
- Experience of working in international organizations/projects will be considered as an advantage.
Required Languages:
- Fluency in English and Ukrainian is required.
