POSITION SUMMARY

The Project Assistant will primarily be responsible for providing technical and administrative support on investment activities delivered within GGGI Lao PDR’s Waste Unit. The Project Assistant will be engaged in the delivery of Outcome 1 of the KOICA-funded “Wastewater and Solid Waste Treatment Capacity Building Project for City Environment Improvement in Lao PDR Phase II” (LA18), and the Global Trust Fund’s “Accelerating the Thematic Bond Issuance in Lao PDR” (GGPI12) projects. Such support will involve investment documentation preparation, data collection, strengthening communication with key stakeholders and helping to deliver high-quality operational functions, coordination and other administrative services including but not limited to preparing project related documents, budget, procurement support, event preparation and logistics. This position will report to the Planning Officer, and the Senior Associate, Sustainable Finance.

PURPOSE

The position supports technical and administrative work related to green growth planning and green investment mobilization. The position emphasizes sustainable investment documentation preparation, development of green finance opportunities, logistical and coordination services, financial administration at the activity and output level, data collection, stakeholder engagement and other administrative services.

ENGAGEMENT
  • Coordinate administrative and operational tasks related to the green growth planning and investment component of the “Wastewater and Solid Waste Treatment Capacity Building Project for City Environment Improvement in Lao PDR (Phase 2)” project on a day-to-day basis, under the supervision of the Senior Officer in Waste Unit.
  • Provide technical support to the gap assessment, investor survey, and issuer assessment of the “Accelerating Thematic Bond Issuance in Lao PDR” project under the supervision of the Senior Associate, Sustainable Finance.
  • Coordinate with GGGI Lao PDR’s investment colleagues, as well as green investment specialists at regional and global levels, in the delivery of project assistance.
  • Collaborate with other units and divisions at GGGI, especially the GGGI Lao PDR Operations Enabling Unit, to ensure operational compliance, engage in case-by-case problem solving and sharing lessons learned related to project delivery.
  • Utilize and comply with GGGI’s internal systems and procedures, including information management, accounting and book-keeping, enterprise resource planning, budgeting, procurement and internal approval processes.
  • Maintain a good working relationship and share relevant information with stakeholders, particularly government counterparts at an administrative level.

 

DELIVERY
  • Contribute to technical advisory related to green investment mobilization for the government and private sector.
  • Support the completion of deliverables in a timely manner.
  • Undertake data collection related to investment scoping, prepare worksheets, conduct secondary and primary research as needed, and assist in the delivery of technical works related to investment and green finance.
  • Prepare activity budgets, including for events and local field travel, and manage associated administrative activities including preparation of receipts and event reports related to the delivery of activities under the aforementioned project.
  • Prepare participant lists, track participation and provide outreach support for active participation from key stakeholders.
  • Undertake desk and field research as needed to complement project activities, including collection of data from online sources, government counterparts and other stakeholders.
  • Coordinate the delivery of events in the field, including training, meetings and community engagements and prepare event and meeting minutes.
  • Support the ongoing monitoring of project activities and support reporting activities as needed.
  • Provide the quality deliverables stated in each project component.
REQUIREMENTS
QUALIFICATIONS
  • A minimum of bachelor’s degree in Finance, Economics, Accounting, Environment, International Relations, Business Management or other related subjects.
  • Experience in the provision of technical support, and administrative services in any field, and either private or public sector, will be an advantage.
  • Preferably at least 2 years of professional working experience.
  • Experience in research will be an advantage.
  • Self-motivated, detail-oriented individual with good organizational skills.
  • Excellent computer skills with experience in Microsoft Office and active usage of various social media.
  • Excellent communication in English and Lao.
  • Proven analytical and report writing skills are an advantage.

ABOUT THE PROGRAM

The GGGI Lao PDR program has been expanding rapidly in the areas of climate change, green cities and green investment mobilization. Since 2019, GGGI Lao PDR has been supporting the solid waste management, wastewater treatment, and green growth planning of Vientiane Capital and Pakse by delivering a 5-year project, “Wastewater and Solid Waste Treatment Capacity Building Project for City Environment Improvement in Lao PDR” with financial support from KOICA. A second phase project will expand the scope of engagement to Vang Vieng and Kaisone Phomvihane to enhance urban waste and wastewater management respectively. The green growth planning component will be scaled up and contribute to the update of the National Socio-Economic Development Plan (NSEDP) and Provincial Socio-Economic Development Plan (PSEDP), green investment mobilization, and capacity building of government officials by working closely with the Ministry of Planning and Investment (MPI) and Provincial Department of Planning and Investment (DPIs).

Additionally, GGGI Lao PDR secured funding from the Global Trust Fund on Sustainable Finance Instruments to implement a project called “Accelerating Corporate Thematic Bond Issuance in Lao PDR”. The project is implemented by the Lao Securities Commission (LSC) with technical assistance from the GGGI Lao PDR. The project scope is to (1) enhance policy frameworks, (2) enhance market participants capacity, and (3) Thematic Bond Issuances. The project will unlock and increase sustainable finance flowing into investment opportunities that contribute to Lao PDR’s Nationally Determined Contribution targets, through improved corporate thematic bond readiness, appetite and issuance in Lao PDR. The GGGI team therefore Project Assistant to join our versatile team and work on the two projects above.
