UNDP has been partnering with various government departments at the national and state level to remove key barriers to livelihood promotion that exist at all levels – micro (village-district), meso (state), and macro (national). UNDP’s Inclusive Growth portfolio is anchored in the national priority of ‘accelerated growth with inclusion and equity, employment generation, and skill India’. One of the flagship programme, being implemented in partnership with the Ministry of Skill Development and Entrepreneurship, Government of India under the inclusive growth portfolio is “PROmoting Inclusive GRowth through Enhanced Access to Local Livelihood Opportunities, Education to Work Transition and Social Protection Schemes (PROGRESS)” with the overall goal to secure local livelihoods, increased incomes, and improved quality of life for marginalized sections of the society, specifically youth, women, and migrants.
The key planned outcomes of PROGRESS are:
Effective implementation of national flagship policies and programmes with a focus on inclusion in targeted districts
Youth and women make informed and aspirational vocational choices and transition into gainful employment and productive economic activities
Integrated model of sustainable local livelihoods promotion and resilience building
The Proposed project’s overall objective is to support the effective implementation of SANKALP and Mukhyamantri Sarathi Yojana as well as other skilling and employability schemes of the central and Jharkhand Government so as to improve the institutional capacity of district-level public and private sector stakeholders for demand driven skilling Planning and facilitate development of an enabling skilling and employment ecosystem in the state of Jharkhand. UNDP is providing technical assistance to the Jharkhand Skill Development Mission Society under Department of Labour, Employment, Training & Skill Development, Government of Jharkhand in planning, development, monitoring and coordination of planned skill development activities. The project will give special focus on strengthening the capacity of District Skill Committees, which are designed under the SANKALP Program of the Ministry of Skill Development and Entrepreneurship to promote inter-departmental convergence and strengthen the skill and employment ecosystem. Departments of Agriculture, Livelihood, Rural Development, Education, Industries, and Skill are committee members.
The expected outcomes under the project are
Improved capacity of JSDMS, DSC and enhanced coordination amongst district and state level actors (District skills committee, SAMC, Employment Exchange, VTP etc.)

UNDP is in the process of creating a well-diversified and qualified team to support the JSDMS to achieve its outputs and outcomes.
Support the operations of skill development schemes with special focus on implementation of SANKALP scheme and Mukhyamantri Sarathi Yojana in Jharkhand
a. Coordinate the training activities with various stakeholders responsible for the implementation of the skilling schemes in the state
b. Conduct on-field visits to understand the quality of training being imparted by vocational training providers under various schemes of JSDMS
c. Co-ordination with Training Partner for all support, periodic reviews and follow-up on Action items.
d. Prepare report on training practices, gaps, inefficiencies in the training processes followed by training partners of JSDMS
e. Provide recommendations for improving training qualities of vocational training partners for better quality of placements of the candidates and ensure the implementation of the same
f. Provide substantial advice to executing VTP agencies on training practices followed and submission of timely data in the portal.
g. Facilitate the efforts of vocational training providers for better quality of training by establishing a mechanism for sharing and avoiding duplication of efforts among stakeholders
h. Advice training partners to focus on inclusion of women, disadvantaged, differently abled, vulnerable, and marginal section of society in training programmes supported by JSDMS.
Technical Support to Jharkhand Skill Development Mission Society (JSDMS)
a. Review the training curriculum and qualification packs for each trade as per NEP and NSQF framework.
b. Support JSDMS on developing new curriculums and training methodology relevant to private sector
c. Capacity building of district skill experts and other staff on monitoring the quality of training under schemes of the state by organizing training programs & workshops
Knowledge & Data Management
a. Regular progress review on the indicators of the Skill related schemes with VTPs etc.
b. Prepare documents for progress, review, and steering committee meetings with JSDMS
c. Maintain records of project deliverables, documents, files, data, and materials that are part of the project
d. Carry out any other assignments related to a timely and effective implementation of the project as may be requested by the supervisor e. Any other responsibility related to the project assigned by the Project Management Associate
