Organizational Context and Scope :
Established in 1951, IOM is a leading inter-governmental organization providing services to governments and migrants in the field of migration. With its 173 member States and offices in more than 100 countries, IOM is dedicated to promoting humane and orderly migration for the benefit of all. Pakistan remains the third-largest refugee-hosting country globally, hosting over 1.4 million Afghan refugees holding Proof of Registration (PoR) cards issued by the Government, 840,000 Afghan Citizen Card (ACC) holders, and an estimated 775,000 undocumented Afghan migrants. With the recent unprecedented change in the political and security situation in Afghanistan, the number of Afghan nationals crossing into Pakistan has increased. Owing to their partly informal status, the Afghan migrant populations have largely remained under the radar, not being eligible for any systematic humanitarian assistance – thereby facing significant challenges.
Responsibilities and Accountabilities :
- Assist in planning, coordinating, implementing and monitoring protection monitoring activities across the country.
- Assist in verifying the quality and accuracy of data entered into protection monitoring tools, in line with Standard Operating Procedures (SOPs) and other guidance.
- Conduct regular data cleaning and organizing, and quarterly analysis of quantitative data.
- Review, compile, summarize, analyse information and data collected through protection monitoring.
- Monitor the work of Implementing Partners in Islamabad Capital Territory (ICT) and Punjab, contribute to effective communication, support with implementation challenges when necessary, and report any non-compliance to the supervisor.
- Maintain an up-to-date and in-depth understanding of protection risks, community dynamics and displacement trends impacting Afghan nationals in Pakistan.
- Provide administrative support related to protection monitoring activities, including preparing purchase and payment requests, monitoring financial expenditures, and performing other support activities in coordination with the Procurement and Resource Management Units and in line with IOM´s regulations.
- When required, conduct data collection, including key informant interviews, focus group discussions, and household surveys, in coordination with IOM Implementing Partners.
- Conduct capacity buildings trainings and prepare training materials on topics such as, but not limited to, data collection techniques, ethics and principles in data collection, protection mainstreaming, note-taking, use of Kobo and other softwares for IOM’s Implementing Partners, where/when required.
- Organize meetings, workshops and training sessions; provide logistical and administrative support as needed.
- Provide inputs for the development of data collection tools, capacity building materials, and Standard Operating Procedures (SOPs).
- Support the Protection Unit and the Protection Officer (Cross-cutting) in project management, communications, coordination and information-sharing.
- Perform other related duties as assigned.
Required Qualifications and Experience :
Education :
- School diploma with five years of relevant experience; or,
- Bachelor’s degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or related fields from an accredited academic institution with three years of relevant professional experience.
Experience :
- Experience in supporting protection monitoring and/or research activities, conducting data cleaning and analysis as well as drafting reports.
- Experience in quantitative and qualitative data collection and analysis.
- Demonstrated knowledge of social science research methodologies.
- Experience working on general protection, research and analysis, child protection (CP), gender-based violence (GBV) or counter-trafficking (CT), including in direct contact with beneficiaries.
- Understanding of the protection environment and legal sector in Pakistan.
- Excellent understanding of critical issues around data protection principles.
- Knowledge of the situation related to the migration context, specifically related to Afghan nationals, in Pakistan.
- Prior work experience with international humanitarian organizations, non-government or government institutions/organizations in a multi-cultural setting is considered an advantage.
