Office/Unit/Project Description 

In India, health system strengthening is a key aspect of the UNDP India’s Country Program Document (CPD) 2023- 2027 with a strong focus on (i) leaving no one behind, (ii) ensuring equitable access to basic healthcare, and (iii) institutional and systems strengthening. UNDP is a long-standing partner of the Ministry of Health and Family Welfare (MoHFW) and its institutions at the State and District level. Guided by the government, the UNDP India programmatic engagement is fully carried out in close coordination with partner UN agencies and is focusing on better health services provided to population of India.

The overarching goal of UNDP’s work on health system strengthening in India is to facilitate equitable access to basic services by strengthening capacities of communities to demand and access services, and of institutions to deliver quality, timely and stigma free services and LNOB (Leaving no one behind).

The Gavi Alliance co-funded Health System Strengthening (HSS) programme is one of the efforts of the MoHFW to improve the quality and level of immunization coverage in India. UNDP has been a trusted partner of MoHFW and GAVI for many years. UNDP has proven the quality and efficiency of its work by the development of an integrated and innovative solution that provides real time information of vaccine stocks and temperature at the various levels of storage and geographical coverage.

The initially developed solutions (eVIN and CoWIN) have proven themselves well and now UNDP is given a unique opportunity to develop and integrate a new solution U-Win. The UNDP Health System Strengthening programme supports work in every State and Union Territory of India and has established a network of well skilled and devoted personnel. While large part of this programme is related to digital solutions development, capacity building and implementation, it also includes technical support to the Ministry of Health and Family Welfare for prevention and management of non-communicable diseases, Neglected Tropical diseases and for leveraging technologies to track high risk pregnancies and thereby reduce maternal and child mortalities rates. Working closely with other development partners, the HSS programme also supports the National AIDS Control Organization’s efforts in prevention and control of HIV and AIDS.

Under GAVI Health System Strengthening III framework, UNDP will establish a Centre of Excellence for demand generation to be termed as COP-D (Community of Practice- Demand). The interventions planned aim at intensified demand generation in the potential zero-dose communities. Ministry of Health and Family Welfare mandated UNDP to establish a structure to guide and oversee the local level engagement with Civil Society Organization (CSOs) and Non-Government Organizations (NGOs) for enabling the community and the community-based organizations to understand the importance of vaccination and demand vaccination services. The Community of Practice- Demand (CoP-D) is planned to be set up to focus on vaccine demand and community mobilization through evidence generation and leveraging the behavioral science in a comprehensive manner. The plan is to undertake studies for behavioral insights and social drivers of vaccinations, understand the gaps, design human centric interventions and engage with the community through the local CSO and community-based organizations.

There are 3 components in implementation of COP-D: Partnerships; Knowledge Management and policy advice; Gender-sensitive demand generation and specific focus on vulnerable groups and people living in hard-to-reach areas.

Duties and Responsibilities

Job Purpose and Scope of Work 

  1. Main Purpose:

UNDP proposes to engage a Project Associate – COP D to support the Project Specialist COP- D in planning, implementation and oversight of COP-D. S/He will ensure engagement of all direct stakeholders and delivery of project objectives in coordination with Immunization Division, Ministry of Health & Family Welfare.

  1. Duties and Responsibilities:

The specific duties and responsibilities during the assignment will include, but not be limited to, the following:

Operations Support:

  • Ensure regular support, follow-up and monitoring of project activities.
  • Provide trouble-shooting support to maintain project momentum.
  • Assist in preparing and revising workplans, progress reports, and other project documents.
  • Support in partnership management and fund disbursement.
  • Support the organisation and preparation of key project meetings, including logistics and follow-up.
  • Support organizing teleconferences and other means of engagement.
  • Provide administrative support for the organization and management of activities.

Monitoring & Evaluation Support:

  • Support in collating quality results and outputs from the field.
  • Assist in monitoring and managing contracted agencies to ensure timely deliverables.
  • Review and analyze progress and financial reports from implementing agencies.
  • Assist in preparing contextual background for policy advisory papers and briefing notes.
  • Support in coordination for other technical components of the project.
  • Assist in preparation of project progress reports.
  • Support the production of promotional materials.

Coordination and Liaison:

  • Support, manage, and coordinate with State/District level stakeholders.
  • Coordinate with external visitors (Donors, UNDP CO, study/evaluation team, Central Government representatives).
  • Regular liaison with the Ministry, Partners, and other government institutions.

Knowledge Management:

  • Assist in preparing analytical findings and sharing them with the Project Coordinator and other concerned staff.

Additional Responsibilities:

  • To assist the HSS Team Lead/Project Coordinator in any other relevant tasks as required.

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Reportees to this position: Nil

[1] NPSA holders hired under a National implementation modality, remain under the administrative supervision of UNDP, even if daily supervision is ensured by the national counterpart.

Required Skills and Experience

Min. Education requirements
  • Secondary education is required.
  • A university degree (Bachelor´s degree) in Business Administration, Public Administration, Economics, Political Sciences, Social Sciences, Public Health or related field will be given due consideration, but it is not a requirement.
Min. years of relevant work experience 
  • Minimum of 6 years (with Secondary education) or 3 years (with bachelor’s degree) of relevant progressively responsible administrative/management or project administration and/or coordination experience is required.
Required skills 
  • Additional academic qualifications in business, economics, accountancy, international development, international law, governance, public health, communication, peacebuilding, knowledge management, innovation, and law enforcement is an asset.
Desired skills in addition to the competencies covered in the Competencies section
  • Demonstrated track record of experience in the preparation of technical and financial reports, and accounts management of international projects is an asset for this position.
  • Prior experience with UNDP/UN, project oversight or management.
  • Prior experience in providing Operations, liaisoning support to a Health project working in the field of Communication for Routine Immunization.
  • Prior experience of working in a project managing multiple stakeholders.
  • Solid experience in the use of computers, office software packages (MS Word, Excel, etc.), database packages, and web-based management systems such as ERP.
  • Experience organizing exchange workshops and/or training activities at the national or international level.

Remuneration starting at INR 11,73,913.48 (Annual) / INR 97,826.12 (Monthly) as per the scale depending on qualifications and experience. The remuneration is excluding 8.33% pension amount paid over and above the salary
