PROJECT COORDINATION OFFICER, CLIMATE FIRST, PNG

The GGGI PNG main office is strategically positioned within the Climate Change Development Authority (CCDA) of the Government of Papua New Guinea, with additional presence at the Center of Excellence for Financial Inclusion housed within the Central Bank of Papua New Guinea. GGGI also operates at the sub-national level, engaging with provincial governments in the Eastern Highlands, Enga, Manus, Morobe, New Ireland, Milne Bay, and Simbu provinces. Over the next five years, the GGGI PNG Program is set to expand its activities, supported by funding and partnerships with Australia, New Zealand, the United States, and France. The program aims to promote inclusive green economic growth in PNG, targeting the mobilization of USD 500 million in climate investments and the enhancement of climate resilience and green growth planning at both national and sub-national levels.

GGGI PNG is currently implementing several national and regional projects, with the Climate FIRST (CF) project, funded by the Australian Department of Foreign Affairs and Trade (DFAT), serving as its flagship initiative. Climate FIRST supports the mainstreaming of Climate Resilient Green Growth (CRGG) strategies at the provincial and national levels, enhancing institutional capacities, scaling up access to climate finance through global climate funds, innovative financing mechanisms, increased private sector investments, and the development of MSMEs in green businesses. Achieving these objectives requires robust project coordination to align activities across multiple provinces, ensure timely execution, and maintain high standards of quality and compliance. Recognizing the critical role of coordination in driving success, GGGI PNG is seeking a dedicated Project Coordination Officer to lead these efforts for the Climate FIRST project.

 

POSITION SUMMARY

The Project Coordination Officer will play a pivotal role in the effective coordination, technical support, and implementation of the Climate FIRST project across various provinces in Papua New Guinea. Reporting to the Climate First Project Manager, this position will lead the coordination efforts with Project Provincial Officers and Project Provincial Associates, providing high-level technical support to ensure the alignment of provincial activities with the overall project objectives. The Project Coordination Officer will synthesize results from the provinces and support the Project Manager and the Country Representative in strategic decision-making and project management. This role involves developing and maintaining project performance databases, ensuring compliance with GGGI’s rules and regulations, and coordinating communications among a multi-disciplinary team of staff members, consultants, and firms.

Additionally, the Officer will work closely with the Monitoring, Evaluation, and Learning (MEL) Officer and the Senior Gender Equality, Disability, and Social Inclusion (GEDSI) Officer based in Port Moresby to integrate MEL and GEDSI strategies into project activities.

 

PURPOSE

  • Coordinate with Project Provincial Officers and Project Provincial Associates to ensure the smooth implementation of project activities at the provincial level.
  • Implement and oversee the PNG Climate First project, ensuring high-quality delivery and compliance with GGGI’s rules and regulations.
  • Develop and maintain project performance databases to track overall progress and ensure data accuracy and integrity.
  • Provide high-level technical support to the Project Manager and Country Representative in strategic planning and decision-making.
  • Ensure the alignment of provincial activities with overall project objectives and goals through regular monitoring and evaluation.
  • Facilitate effective communication and information flow between provincial teams and the Project Manager.
  • Organize and coordinate meetings, workshops, and training sessions for provincial teams.
  • Support the development and implementation of project plans, ensuring that activities are executed according to the project timeline and objectives.
  • Support the PM to coordinate and assist in the preparation of detailed project reports, including progress reports, technical reports, activity reports, and financial reports in a timely manner.
  • Identify and manage project risks, developing and implementing mitigation strategies as necessary.
  • Facilitate national stakeholder engagement and maintain strong working relationships with government officials, at the national level,
  • Coordinate and provide administrative support to the CF project Technical Working Group (TWG) and Project Management Committee (PMC) meetings.
  • Provide administrative support, including assisting with project procurement and recruitment activities

ENGAGEMENT

  • Engage with project team members to organize and coordinate day-to-day activities with PNG counterparts such as National and sub-national government agencies, community leaders, and local partners.
  • Collaborate with the Monitoring, Evaluation, and Learning (MEL) Officer to integrate MEL strategies into project activities, ensuring comprehensive data collection and analysis.
  • Work closely with the Senior Gender Equality, Disability, and Social Inclusion (GEDSI) Officer to incorporate GEDSI principles into project planning and implementation.
  • Provide technical guidance and support to provincial teams to enhance their capabilities and performance.
  • Facilitate stakeholder engagement and maintain strong working relationships with government officials, community leaders, and local partners.
  • Represent provincial officers and provincial associates at the high-level meetings at POM office with CCDA, DFAT
  • Collaborate with GGGI colleagues in the POM Office, Regional and HQ offices on project-related matters to enable the delivery of high-quality outputs.

DELIVERY

  • Provide technical support to the Project Manager and Senior Program Operations Officer (SPOO) in planning, implementing, and monitoring project activities in line with PNG country framework.
  • Synthesize data and results from provincial activities, ensuring comprehensive analysis and reporting.
  • Coordinate and manage the collection and compilation of a robust and comprehensive project data base (sex disaggregated) for Climate FIRST that is relevant and accessible to the Project Team
  • Support PM to ensure timely project reports are delivered on time and in line with the reporting schedules in the Grant Agreement. Develop technical and communications materials, support efforts to enhance dialogue among stakeholders, and disseminate lessons learned.
  • Prepare comprehensive project reports, including progress reports, technical reports, and financial reports.
  • Lead coordination efforts with Project Provincial Officers and Project Provincial Associates to ensure effective implementation of project activities at the provincial level.
  • Support the development and implementation of detailed project plans, ensuring alignment with project timelines and objectives.
  • Monitor and evaluate the progress of provincial activities, identifying issues or challenges and proposing solutions.
  • Identify, manage, and report risks, executing mitigation measures.
  • Maintain accurate and up-to-date project documentation, including meeting minutes, activity logs, and correspondence.
  • Ensure all project documentation is accessible to relevant stakeholders and compliant with GGGI standards.
  • Collect and submit information for Monitoring and Evaluation (M&E) purposes and meet technical and administrative reporting needs.

REQUIREMENTS

QUALIFICATIONS

  • Bachelor’s degree in project management, Environmental Science, Social Sciences, or a related field. A master’s degree is a plus.
  • At least 4-5 years of relevant work experience, preferably in Papua New Guinea or similar developing country contexts, managing project implementation and coordination.
  • Demonstrated experience in financial management and report writing.
  • Proven ability to build productive working relationships with donors, government officials, and local partners.
  • Strong knowledge of monitoring and evaluation systems within a project management context.
  • Project Management certifications such as PMP, CDPM, or Prince would be a strong asset.
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint).
  • Fluency in English is required. Knowledge of Tok Pisin and/or other local languages is an advantage.
