Organizational Setting
For more than four decades, FAO has been working with the Government of the Philippines, civil society, community-based organizations and the private sector to address challenges in the agriculture, fisheries and forestry sector. Joint efforts have included increasing sustainability in agricultural production, promoting value-adding practices, improving post-harvest management, enhancing productivity and increasing the resilience of agriculture-based livelihoods to natural disasters, climatic hazards and armed conflict.
FAO is implementing a UN Joint Programme, funded by European Union on Farmers-Fisherfolks` Advancement and Integration to Resilient Value Chains in BARMM (FAIR-VALUE)
The Project aims to improve the local agricultural/sea-aqua product production in quality, diversity, consolidation and its response to the needs of the market, with a primary focus on agri-fishery communities and smallholder clusters in the island provinces of Basilan, Sulu and Tawi-Tawi (BaSulTa).
Reporting Lines
The Project Coordinator will directly report to the FAO Representative.
Technical Focus
The Project Coordinator will lead the implementation of project activities in close coordination with the Head of Mindanao Sub-Office.
Tasks and responsibilities
The Project Coordinator will undertake the following duties:
• Lead the overall implementation of the project activities, including budget monitoring, establishing the Project Implementation and Procurement plan.
• In consultation with the government counterpart, and PUNOs, formulate detailed selection criteria for priority project areas and farmer-beneficiaries.
• Coordinate the establishment and maintenance of functional and institutional linkages to obtain support during and after project implementation including monitoring project outputs and outcomes.
• In coordination with the government counterpart and the PUNOs, establish a time-phased work plan in accordance with the project objectives, components, and deliverables within the framework of the project duration.
• Lead the technical consultations with government partners (Ministry of Agriculture, Fisheries and Agrarian Reform – Bangsamoro Autonomous Region in Muslim Mindanao, LGUs, etc.) on mapping and analysis of local value chains and planning for capacity-building activities.
• In coordination with the project technical specialists and relevant government counterparts, provide support in the preparation of capacity-building concept notes/training modules, and starter kits.
• In coordination with technical specialists and project staff, facilitate the conduct and documentation of training of trainers and workshops.
• Prepare and submit progress reports capturing activities undertaken and project accomplishment in a timely manner.
• Support communication and visibility through tailored communication products and different means including, among others, web, photo/video, social media, and press releases.
• Participate in technical and sectoral meetings and working groups.
• Lead the project team in working harmoniously within and with other teams, communicating appropriately, and conceiving project ideas for possible follow-up/upscaling projects;
• Prepare and submit an end-of-assignment report and project terminal report according to FAO’s guidelines; and
• Perform other tasks that may be assigned by the FAO Representative and the Head of the Mindanao Sub-Office.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
• The candidate must have an advanced university degree in Agriculture, Agricultural Economics, Development Management, or a closely related field;
• The candidate should have at least seven (7) years of proven knowledge and experience in project/programme coordination and management, or any other relevant fields; and
• A national of Philippines
• Working knowledge (level C) of English and Filipino.
