1. Background and objective of the assignment

Background

The World Intellectual Property Organization (WIPO) is a Specialized Agency of the United Nations.  WIPO provides a global forum for intellectual property (IP) policy, services, information and cooperation.
As the world emerges from the COVID-19 pandemic, WIPO’s Build Back Fund will ensure the seamless continuation of impact-driven projects launched under the COVID-19 Response Package. WIPO will continue to be agile, open and responsive to new country requests relating to evolving needs and priorities of its Member States vis-a-vis the use of IP in the post-COVID era. In this context, WIPO is supporting projects that promote the effective use of IP to positively impact the lives and livelihoods of people on the ground, including those most vulnerable, hardest to reach, and typically underserved by the IP system, including small and medium-sized enterprises (SMEs), women, youth, local communities, and Indigenous Peoples.
The Traditional Knowledge Division of WIPO has as its focus the protection and promotion of Indigenous Peoples’ as well as local communities’ innovation and creativity.  It aims, inter alia, to support the use of IP as a tool for growth and sustainable development within communities.
In the context of requests to the Building Back Fund, WIPO is supporting Member States, upon request, with the setting up and implementation of IP strategies, initiatives and activities for the benefit of communities that had been adversely impacted by the pandemic.

Objective of the assignment

Further to the background described above, the objective of the assignment is to assist the Traditional Knowledge Division with the implementation of WIPO’s support to Member States in the context of their requests to the Build Back Fund.

2. Deliverables/services

The Contractor is required to:

• Act as the focal point with governmental, institutional and community stakeholders in the Member State, including identifying them, briefing them, and keeping them informed.
• Plan, organize and participate in stakeholder consultations and other activities related to the project.
• Conduct research, prepare, update and edit reports and presentations and other related materials.
• Support with the planning and organization of virtual training activities, including identifying and inviting speakers, preparing presentations and training materials.
• Monitor and track the project implementation.  Keep relevant tables and prepare monthly progress and performance reports.
• Support with communication activities related to the project.
• Liaise with the WIPO Build Back Fund Focal Point, the internal Task Force and contribute to collaborative initiatives across WIPO Sectors, as needed.
• Provide additional support, as appropriate.

3. Reporting

The Contractor shall report to the Director of the Traditional Knowledge Division, Global Challenges and Partnerships Sector, or his delegate.

4. Profile

The Contractor should have:

(a) A university degree in law, anthropology, sociology, communications, development studies, political science, business administration or a related discipline;
(b) Project management experience or skills, as well as experience in dealing with complex projects within tight deadlines;
(c) At least three years’ of relevant professional experience;
(d) Good research and writing skills;
(e) Excellent analytical and organizational skills;
(f) Excellent communication, facilitation, stakeholder management and interpersonal skills and the ability to work in a multi-cultural environment;
(g) Excellent knowledge of written and spoken English;
(h) Experience working with Indigenous Peoples or local communities; and
(i) Relevant IT skills (including but not limited to ERP experience, Microsoft Office, Zoom/teams platforms…).

5. Duration of contract and payment

(a) Duration:

The duration of the Contract shall be from March 18, 2024 to March 14, 2025.

(b) Payment for the Services:

The Contractor shall indicate the desired daily rate.
