Duties and Responsibilities
Organizational Setting The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. UNEP is implementing the third phase of the project on capacity building related to Multilateral Environmental Agreements in the African, Caribbean, and Pacific countries (ACP MEAs III) in partnership with the European Commission (EC), the Secretariat of the Organization of African, Caribbean and Pacific Group of States (OACPS). The primary objective of the programme is to promote environmental sustainability in ACP countries by strengthening governance and the implementation of MEAs. The African Hub of ACP MEAs III programme is implemented through the African Union Commission. In collaboration with the African Union Commission, UNEP is seeking to engage a Consultant to support the implementation of the ACP MEAs III Programme in the African Hub. The consultant will be responsible for overall coordination of the project in order to support successful operation of the programme. She/he will be based at the African Union Commission under the overall guidance of the Commissioner DARBE and direct supervision by UNEP Addis Ababa Liaison Office to AUC, UNECA and Representative to Ethiopia and with additional supervision by Director of Sustainable Environment and Blue Economy- DARBE. The consultant will be responsible to: • Provide technical and intellectual support in the day-to-day management of the ACP MEAs Programme in the African region. • Identify best practices and monitor effectiveness of the ACP MEAs Project implementation support to AUC. • Work in close collaboration with the EC and UNEP, coordinating the implementation of the Programme at regional, subregional and national levels, as outlined in the Activity Plan of the Project Documents. • Develop detailed Action Plans for the effective implementation of the Programme, taking into consideration possible areas for UNEP intervention, based on the Action Plan contained in the Project Document. • Undertake follow-up actions on financial and other reports to be transmitted to the EC and UNEP. • Provide overall coordination of the project implementation and implement all other activities outlined in the Project Document. • Supervise staff under the project. • Perform any other duties as directed by Director, SEBE and UNEP Africa Office Consultant is expected fully complete the remaining project activities within the stipulated timelines. Qualifications/special skills
• Master’s Degree in Environmental Science, Natural Sciences, Environmental Law or equivalent discipline is required • A first level university degree with relevant combination of academic qualifications and 7 years of experience is acceptable in lieu of the advanced degree). • Prior experience of coordinating projects is a must. • Excellent writing and proficient communication skills. Experience of writing narrative and financial reports in English is a requirement. • Prior experience in working with International Organisations, Non-governmental Organisations, Civil Society Organisations etc. is desirable. Special skills or knowledge • Excellent writing and communications skills. • Excellent research and analytical skills • Results focused. • Clear and concise communication. • Demonstrated capacity to work in a consultative manner, good networking and good inter-personal skills. A minimum of Ten years of appropriate experience with national government/ and or international organisation, working in the field of environmental management issues is required. Knowledge in the area of implementation of Multilateral Environmental Agreements (MEAs), including skills in negotiation of environmental conventions is required. Experience in managing or coordinating environmental projects in Africa is required. Experience on projects of UNEP and /or European Development Fund is desired.
Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of French and another official United Nations language is desirable.
