Fixed-term for two years (first year is probationary) with the possibility of further extension, subject to funding and satisfactory performance
Salary Information
US$ 64,121 net per annum, plus post adjustment (currently US$ 56,939). Salary is free of income tax in the United Kingdom
Purpose
Under the immediate supervision of the Head, Maritime Security Section, Maritime Safety Division, the incumbent will project implementation related to maritime security, in particular enhancing global implementation of SOLAS Chapter XI-2 and the International Ship and Port Facility Security Code (ISPS) and other relevant maritime and port security related instruments
Duties and Responsibilities
1. Coordinate and support the development of technical cooperation projects relating to the enhancement of port and maritime security, implementation of ISPS Code and other unlawful activities at sea and in ports. 2. Organize and implement technical co-operation activities and in particular implementation of the activities under the EU funded projects on Port Security and the Global Maritime Security Programme.3. In close collaboration with the Project Officers (Training and Budget) for both EU funded Port Security Projects, coordinate activities, recruitment of consultants and liaise with donor and Implementing Partners on implementation and inputs for the Technical and Steering Committees of the projects.4. Serve as a focal point for matters related to the implementation of the IMO maritime security measures, including liaison with Member States and regional agencies to ensure efficiency of the projects and monitor alignment with other UN or relevant partners’ initiatives.5. Develop and review training material, and deliver workshops and seminars related to enhancing implementation of maritime security, the ISPS Code and security aspects of the FAL Convention and other related IMO instruments.6. Prepare, establish and maintain databases relating to maritime security and unlawful activities at sea and ports.7. Represent the Organization at external meetings, and prepare and present submissions, lectures and technical papers. Prepare and coordinate meetings, including drafting and editing documents and report for such meetings.8. Assist in drafting and preparing other documents, reports and communications related to the technical cooperation activities of the section, as may be required in connection with the work of the section.9. Support the Head, Maritime security section, on seeking potential contributions to existing and new initiatives to the relevant Maritime Security Trust Funds and bilateral contributions. Initiate development of concept papers, logframes, workplan and budget for new proposals. 10. Undertake any other duties as required
Required Competencies
Project management, implementation and coordination skills. Solid communication skills, including drafting and ability to present complex issues orally in a clear manner. Demonstrated ability to work independently under general guidance, exercising a high degree of initiative and judgement.Proven experience in delivering training, with a focus on impact and results, and to respond to feedback constructively.Thoroughness and attention to detail in all responsibilities, with the ability to manage heavy workloads. Good interpersonal skills and ability to build and maintain effective working relations with internal and external stakeholders, at all levels and work as part of a team in an international cross-cultural context
Experience
At least five years of professional experience in port and/or maritime security is essential including at least 2 years experience in project management preferably in multi/bilateral donor technical cooperation projects, involving multiple stakeholders (e.g. government and development partners) is essential. A minimum of two years’ experience in implementation of maritime security instruments, in particular SOLAS Chapter XI-2 and the ISPS Code is essential. Experience in developing training materials and delivering workshops/seminars is essential
Education
Advanced University degree (Master’s degree or equivalent) in one of the following: maritime policy, public administration or maritime security or related field is essential
Language Skills
Proficiency in English (oral and written) is essential. Proficiency in French, Spanish and/or Arabic would be an asset
Others
Budget management experience is essential.Experience working with national, regional and international partners is essential. Knowledge of protocols and UN policies on technical cooperation and bilateral agreements is essential.Proficiency in MS Office applications is essential. Good understanding of needs and challenges faced by developing countries, in particular LDCs (Least Developed Countries) and SIDS (Small Island Developing States), related to implementation of IMO instruments would be an asset. Experience with resource mobilization will be an asset
