The Danish Refugee Council (DRC) has been providing relief and development services in the Horn of Africa since 1997. Using a human rights framework, the DRC East Africa and Great Lakes (EAGL) operation focuses on people who are affected by displacement, including refugees, internally displaced, migrants, and host communities in Burundi, Ethiopia, Djibouti, Democratic Republic of Congo, Kenya, Somalia, South Sudan, Sudan, Tanzania and Uganda.

Overall purpose of the role

The Danish Refugee Council (DRC) is leading a consortium of partners in implementation of the EU-funded programme BORESHA NABAD across Mandera, Kenya,Dollo Ado, Ethiopia and Gedo, Somalia. Building upon BORESHA I, II and III, BORESHA NABAD is centered on enhancing the effectiveness of conflict prevention andmitigation, disaster risk reduction and management, and resilience-building in cross-border communities. DRC is partnering with Rural Agency for Community Development (RACIDA), Voice for Peace for All in the Horn of Africa (VOPA) and Mandera Women for Peace and Development (WFPD) to deliver BORESHA NABAD.

DRC is seeking a dynamic and self-motivated individual to lead on project management of the BORESHA programme with the overall objective of ensuring effective and efficient project delivery. The role will be responsible for overseeing internal delivery of BORESHA, including financial management, risk, compliance and other areas of internal support, and supporting BORESHA leadership for effective, efficient project delivery, including quality reporting, governance, client management and work planning.

Key responsibilities

  • Oversee and coordinate the work of BORESHA’s support functions, especially finance, to implement compliant and efficient processes in line with EU and DRC requirements.
  • In coordination with the BORESHA Chief of Party (COP) and Technical Implementation Group (TIG), consult on the BORESHA workplan and associated activity-based budgets (ABB)
  • Support coordination and communication between the BORESHA team, DRC Regional Office and the DRC Ethiopia, Somalia and Kenya Country Offices to ensure optimal cooperation and collaboration so that BORESHA is supported, integrated, and follows all applicable DRC policies and processes.
  • Maintain the Project Operating Manual that outlines standard processes and procedures for the implementation of BORESHA by DRC and all partners.
  • Lead the development and submission of compliant BORESHA financial reports to the EU per award requirements.
  • Ensure BORESHA’s compliance with terms and conditions of the award, including code of conduct, security and reporting.
  • Oversee the set-up and management of BORESHA’s finances in DRC Dynamics and develop, roll out and maintain the BORESHA financial management system, prioritising best practice for consortia.
  • Support BORESHA leadership to prepare and submit programmatic reports for EU and DRC as required;
  • Support the BORESHA COP and DRC Country Directors to maintain and update the BORESHA Risk Register, including the external and internal version.
  • When assigned, take responsibility for implementing specific risk mitigation measures outlined in the BORESHA Risk Register.

Qualifications and Experience

  • Degree in Finance/Accounting or Business Administration, or other relevant area of study
  • 3-5 years’ experience in managing the implementation of complex programmes, including project management
  • Experience of working with large multi-country consortium projects
  • Excellent organisational and planning skills
  • Proven ability to work independently, with a clear understanding of risk escalation requirements
  • Proven ability to propose creative solutions to challenges, and proven ability deliver results within a flexible and adaptive framework
  • Proven capability in budget and financial management, VFM, and needs-based cost reduction
  • Successful experience working within culturally and politically diverse teams and institutions, in a fluid and dynamic environment
  • Excellent written and verbal communication skills, including ability to engage diplomatically
  • Excellent verbal and written English, knowledge of Somali an added advantage

Conditions

Contract: Two years contract, Salary and other conditions are offered in accordance with DRC’s Terms of Employment for Employment band G1 Non Management, not accompanied.

Availability: January 2024

Duty station: This position is based in Nairobi, Kenya frequent travel to Mandera, Dollow and Dollo Ado
