Job description

The EUISS is leading the EU Cyber Direct – EU Cyber Diplomacy Initiative, an EU-funded project focused on policy support, research, outreach and capacity building in the field of cyber diplomacy. The EUISS assumes the managerial and secretarial responsibilities for the Action. The Project Coordinator is responsible for coordinating project activities with the EU and external stakeholders as well as research teams at the partner institutions. S/he is responsible for maintaining contact with the project Advisory Board and Project Steering Committee. The Project Coordinator reports to the EU Cyber Direct Project Director based in Brussels and works closely with other members of the project team at the EUISS and the partner institutions.

Main responsibilities

Under the supervision of the Project Director, s/he will oversee and carry out:

• Outreach: in cooperation with project experts, design and implement outreach activities that strengthen the EU Cyber Direct visibility and impact. This may include representing the project at the relevant events and meetings;
• Public engagement: design and implement a stakeholder relations strategy; coordinating with project partners, the EU and other external stakeholders and maintain contacts with governments, civil society and private sector stakeholders;
• Monitoring and research: monitor relevant EU and national government developments as well as the work of think tanks, policy institutes and other NGOs in the field of cyber domain;
• Reporting: prepare the annual narrative and indicators reporting under the supervision of the Project Director;
• Liaising with government officials, think tanks, universities, and regional organisations, as required to fulfil the project mandate;
• Representing EU Cyber Direct in the EU and abroad, participating in relevant meetings of the EU, member states, international organisations and research institutes as required;
• Traveling regularly, as required.

Eligibility criteria

On the closing date for applications, candidates must fulfil all the following conditions:

• Be a national of a member state of the European Union;
• Enjoy full rights as a citizen attested by a recent extract from judicial record and/or certificate of good conduct;
• Have fulfilled any obligations imposed by national law on military service;
• Be physically fit to perform the required duties.

Selection criteria

Professional experience

• At least 2 years of relevant professional work experience in an EU, international, governmental or research/policy institution;
• At least 2 years of experience in monitoring relevant EU and national government developments as well as the work of think tanks, policy institutes and other NGOs in the field of cyber security;
• Demonstrated experience in project management, including the implementation of stakeholder relations strategies and the coordination of project partners from the EU, national governments, civil society and private sector;
• Demonstrated experience in designing and implementing outreach activities that strengthen the visibility and impact of projects;
• Demonstrated experience in Cyber Diplomacy (including knowledge of UN processes) and demonstrated knowledge of the EU Cyber Ecosystem will be considered as an asset.

Qualifications and skills

• A master’s degree, preferably in the field of security studies, conflict studies, political science, international relations, public policy, cybersecurity or a related field from a university or other institution of higher learning of recognised standing;
• Excellent communication and drafting skills, with a demonstrated ability to write and present effectively to policy audiences;
• Strong interpersonal skills, including the ability to work effectively in a multi-cultural and multi-disciplinary environment as a team member as well as independently;
• Excellent command of English (written and spoken) and a satisfactory knowledge of another official language of the European Union.

Procedure

The candidate awarded the position will have the status of a temporary staff member.

A Selection Committee will scrutinise all eligible applications. Candidates whose applications best match the selection criteria will be invited for an interview. In addition, a second interview or written tests may be carried out.
